  3. Who Is TWWD? • TWWD • Quasi-Public Agency created by the General Assembly. • Created, in part, to allow access to funding to help offset the cost of sewer construction.   5. History: How Did We Get Here?

  6. History • 2006 & 2007 – Developer constructed gravity sewer system for planned Watuppa Plantation development. Central pumping station for development is not built. • April – November 2011 – New developer constructed pressure sewer system sleeved through gravity line for planned Watuppa Plantation development. • November 2014 – Developer began tying in homes to the sewer line.

History • September 2015 through December 2015—Per the inter-municipal agreement and in accordance with the original design and plans for the system, Fall River puts sewer infrastructure in place in Lake Avenue area to serve 50 residential units that will flow through the Watuppa Plantations sewer infrastructure and to TWWD’s Blackbird Court pump station. • December 15, 2015-- Fall River notified TWWD that a flow test that was successful through the Fall River infrastructure failed upon reaching the Watuppa Plantations system. Test flow bubbled up to the ground surface of the Plantation Drive roadway shoulder.

History • January 6, 2015--Developer locates buried manhole, raises to grade, and makes a repair to the sewer piping. • January 7, 2016– Watuppa sewer system subsequently fails a second flow test by the City of Fall River. • February 3, 2016-- City of Fall River starts giving mutual aid to the TWWD by vacuuming the surface manholes and gravity sewer lines. • February 9, 2016—TWWD contracts with C & E Engineering to investigate cause of failure and to develop a plan to repair the sewer system. • February 29, 2016-- C&E Engineers issues evaluation of system failure and recommends replacing the sewer with new pressure line as most cost effective.

  13. Cost • Assessment of $10,642.00 per lot • Includes: • Design, Construction, Septic Hauling • TWWD is waiving the application feeand the inspection fee due to the extraordinary circumstances

Financing For those who currently connected to the failed system: • A lien will be placed on the property • TWWD is offering a 2 year payment plan based on a 10-year amortization schedule at 2% interest with a balloon payment at the end of the two years • Monthly cost for first 2 years: $98.00 + usage • Balance due at the end of 2 years: $8,519

Financing For properties that are currently not connected to the system: • A lien will be placed on the property • Assessments must be paid in 2 years from the time of sewer project completion OR • At the time of Sewer Tie In application, whichever comes first. • No Discharge Permit will be issued until assessment is paid in full

  16. Financing Options • TWWD 2 year financing • Sewer Tie In Loan Fund (STILF) 5-year financing • Obtain your own financing through a lender • Pay Cash Upon Tie-In

Sewer Tie In Loan Fund (STILF) • Application process—not everyone will qualify • No income restrictions • Max 45% debt to income ratio • Homes to be tied in must be owner occupied • Loans are fully underwritten by RI Housing • Amortized over 5 years • 2% fixed interest rate • Max loan amount $10,000 • Payment based on $10,000 note is $175/month

  18. Project Timeline • Week of April 11, 2016 project begins • 3-4 weeks for project completion

  19. What does this mean for your property? • TWWD will need Temporary Right of Entry to coordinate pumping of holding tank (4 existing connected homes) • Sewer connection will have to be disconnected for 2-3 weeks • Septic hauler will come and pump tank each day in the morning and afternoon

What does this mean for your property? • Homeowners should limit their water use: • Limit laundry by running no more than 1 load per day and/or use off site laundry facilities • Conserve water by limiting shower time, turning off water while brushing your teeth etc. • If the grinder pump alarm comes on and the station needs to be pumped, the septage hauler will be on-call as needed. The four connecting homes will be provided with the hauler’s emergency phone number in the event the system needs to be pumped out prior to the normal a.m. and p.m. pumpouts.

  21. What does this mean for your property? • TWWD is asking builders/property owners to have deliveries (excluding mail, UPS and small vehicles) occur outside of the contractor’s working hours of 7am-3:30pm. • Contact TWWD if you have questions or to coordinate a special situation.
