Current Maritime/Riverine Operations • UNIFIL (8 ships, flagship is pending) • MIO & Training • MINUSTAH (16 FPBs) • Illegal activities & immigration • MONUSCO (8 RHIBs + 2 Fast Patrol boats & 3 pushers, 3 barges, 3 speed boats) • Kivu Lake & Congo river Patrolling • POC Operations on Lake Tanganyika • UNOCI (2 patrol boats) • Patrol IVO Abidjan

  3. UNIFIL: Maritime Task Force • Tasks • Maritime Interdiction Operation • Training LAF-Navy • Composition (9 ships): • Flagship (Brazilian Frigate) - CMTF • Frigate, OPV (Bangladesh) • FPB (Turkey) • Corvettes (Indonesia) • Two MCMV + Supply ship (Germany) • Patrol vessel (Greece)

LAF Navy: Capacity Building • Coastal Radar Organization (seven radars provided by Germany) • Training LAF-Navy crews (ashore & afloat) provided by Germany – in perspective by MTF units • Seamanship • Navigation • MIO Challenges (LAF-N): • Lack of resources • No immediate emplacement after training • Lack of the necessary number of ships

  8. HCG: Capacity Building • Efficiencies • Seamanship provided by MINUSTAH • Basic training provided by MINUSTAH • Challenges: • Short of recruited personnel • Lack of internal resources

BONGANDANGA 880 km KISANGANI 1.734 km MBANDAKA 700 km BOENDE 1.141 km BANDUNDU 208 km ILEBO 798 km KINSHASA KIKWIT 522 km MONUSCO: Congo River AOR • Composition: 3 pushers, 3 barges, 3 speed boats manned by 10 MILOBs and Ghanaian QRT onboard • Tasks: • Patrol, Interdiction and Surveillance Ops. • Intelligence Collection. • Protection of Civilians. • Provision of waterborne logistics transportation (HA/DR; PIO; WFP; EC; VIP)

MONUSCO: URPAC on Kivu and Tanganyika Lakes • Composition of URPAC: 8 RIBs & 2 Speed Boats • 4 RIBs were redeployed to patrol northern part of Tanganyika Lake, based in Uvira; shore-based Coy base being constructed in Uvira. • Intent: Naval unit on Tanganyika Lake • - Short term composition: 1 mother vessel + 4 RHIBs • - Tasks: • Surveillance • Protection of civilians • Illegal activities • - MIO • - Requirement: sea-going vessels due to size of lake (TBD) • Base: Uvira/Baraka/Kalemie (TBD)

  11. VHF and HF CREW: 6 RADAR 12.7mm BROWNING 7.62mm MAG DRAFT 1.2M LENGTH OVERALL 10.5M ENGINES: 2 diesel 200 hp (VOLVO) MAX. SPEED - 25 Knts. MAX. TPT CAPAB: 12 Troops full equipped or 20 light infantry.

  12. MONUSCO MARK: ZODIAC MODEL: MK IV (Heavy Duty) LENGHT: 5 meters LOAD CAPACITY: 1.720 kg TRANSPORT CAPACITY: 10 Troops full equipped OUTBOARD MOTOR MARK: MERCURY HP: 75 CONSUMPTION: 30 liters/hour at economical speed and standard cargo

  14. FARDC Naval Force: Capacity Building • Efficiencies: • Joint patrols with URUPAC (very limited) • Challenges: • Indoctrination (no expertise at all) • Lack of riverine capabilities • Lack of logistics (provided by UN only) • Large water spaces to cover (15000 of waterways & Great Lakes area)

  15. UNOCI • 2 boats (part of HQ support coy in Abidjan) • Limited capacity • No protection against small arms • Not adapted in time of crisis • Proposal for replacement by more capable assets • Fast Patrol boats and additional crews • Protection against small arms • Useful in time of crisis

  16. UNOCI • Border monitoring – not possible • UNOCI and UNMIL investigated possibility for waterborne patrols on Cavally river (border Cote d’Ivoire/Liberia) • Complicated waterways (rapids) – not possible

  18. Cote d’Ivoire: Costal Capacity Building • Efficiencies: • Capacity Building - on bilateral basis (USN) • Maritime Security (terrorism, piracy) • Challenges: • No mandate or adequate resources to train • 2 small Bangladeshi boats • Language problem

Anti Piracy • EUNAVFOR - Op ATALANTA • US / Coalition – CTF 151 • NATO – Op Ocean Shield • Independent Nations - China, India, Russia, Malaysia, Japan • Piracy is security aspect • Coordination with regional players (AMISOM) • UN renders assistance but not dealing with units at sea • Integration with UN stakeholders (UNPOS, UNSOA, UNOAU, IMO)
