  2. Eligibility • Recipients of the Colorado Old Age Pension Program • 60+ years and older • Colorado resident • Citizen of US • Total gross income below $699 • Resources < $2000/person (including unspent cash, bank accounts, insurance, SSI benefits, etc.)

  3. Origins -Dental Care Act of 1977 Colorado Dental Association Denture program Voluntary program Coordinated by the association Demonstrate the unmet need to legislature for monetary support for oral health programs

  4. History -Dental Care Act of 1977 • Began as a 6-month pilot in October 1977 • Dentures • Denture repairs/maintenance • Extractions • Primary focus • Keep seniors at home longer (independent) • Prevent medical complications

  5. Amendments to The Dental Care Act of 1977 • 1978 Amendments • Establishing as an ongoing program • The addition of “and related services” • 1979 Amendments • Established an automated change in fees based on the consumer price index

  6. Administration • Fiscal at CO Dept. of Public Health • Providers reimbursed fee for service • Submission directly to the Department of an ADA claim form • Coordination in 13 planning management regions • Area Agencies on Aging • Dental subcommittees

  7. The times, they are a’ changin • 2001 Targeted based review • Increase appropriation to serve 10% • Address fundamental concerns related to • Allowable procedures • Fees • Region committees and coordinators • Rules promulgated by the Department

  8. HIPAA Amendments to The Dental Care Act of 1977 • Service grant program • Qualified grantees • Provides comprehensive dental services, or • Can administer funds for such services • Restructured the administration • Created a state dental advisory board

  9. 2008 Amendments • Removed the fee schedule from statute • More flexibility to determine • Fee increases • Covered procedures

  10. How the Program stands today • 18 grantees • 11 planning regions • ~ 800 seniors served • ~$400/person

  11. What does the future hold • Budget emergency declared • Program issued Stop Work Orders in August • As work concludes, contracts will be terminated • Healthy Aging Grant from NACDD • Develop a strategic oral health plan for aging adults in CO

  14. Keeping Healthy Smiles… • Volunteers of America meal sites and living facilities in Metro Denver • Presentation when requested • Healthy aging, chronic disease and oral health • Adult Basic Screening Survey • Questionnaire • Clinical screening • Oral Cancer screen

  15. Keeping Healthy Smiles… • Refer into the network of local community clinics, safety-nets, the School of Dental Medicine • Pilot an additional partnership with CO Foundation of Dentistry for the Handicapped Dental House Calls program

  16. Keeping Healthy Smiles… • Some sustainability • Service learning project for local dental hygiene schools • Exploring training local dieticians to conduct the assessments and build referral networks • Conducting with HealthSet ministries regular “clinics” at the sites
