  2. What is the NHR? NHR has dual purpose: • Protect those consumers who are experiencing long-term and severe financial hardship from unnecessary debt collection activity • Act as an efficient and cost-effective mechanism for consumer advocates and industry to avoid futile debt collection activity and the selling of these debts

  3. Eligibility Criteria An Applicant will be eligible for inclusion on the NHR only where extreme and extended financial hardship exists, such that the Applicant: • Expects to have no income other than basic welfare for at least 2 years • Has no ability to service their debts • Has no means to contribute to the repayment of their debts through refinancing or sale of assets

Benefits • For Financial Counsellor • no need to find and negotiate with multiple • credit providers • debt collectors • debt buyers • can provide information once only to NHR • avoids time, effort, cost • consistent application of published Eligibility Criteria • For consumer • avoid futile and stressful debt collection • avoids harshness of bankruptcy • appropriate response by industry to long-term and severe hardship
