  1. LGTG is: • Shared resource for learning and development in councils • Chaired by SOLACE NI • Informed by a Practitioners’ Group and an Elected Member Development Steering Group (NAC & NILGA) • Funded by councils, overseen by LGSC and audited by the Local Government Auditor

LGTG delivers/supports: • 3 Open Course Programmes in a year (90+ short skills-based courses) • In-house training in councils (100+ courses) • A range of leadership, management and other programmes at QUB and UU • A range of OD projects in councils • Elected Member training (short skills-based courses, regional events & Charter) • A major sector-wide RPA Capacity Building Programme in 2014-15 • The new Learning Management System (eLearning platform) • Call-off frameworks of providers for use by councils

  3. Provision planned and delivered across: • Leadership and Talent Management • Performance Culture and Learning Organisations • Employee Relations and Pay & Reward • Capacity Building for Reform • Equality & Diversity • Elected Member Development

  4. Chief Executive and Senior Officer Support • Bespoke Leadership Programme for Chief Executives (evaluated for rollout to senior officers) • support for Strategy Day in June • part-funding for a Solace Policy/Executive officer • CEF membership (wider public sector network) • facilitated session for employers on negotiating arrangements in August

  5. Leadership Development: • Bespoke in-house leadership programmes, QUB and UU programmes, development centres • In discussion with health, education, NICS, PSNI about a public sector leadership programme • Development of a Coaching & Mentoring Network • Diversity Champions and E&D projects in councils

  6. Organisation Development: • Performance/transformation projects in councils linked to PC Toolkit • IiP support • Support for Community Planning • General Power of Competence training for councillors • New Councillors’ Guide and Councillors’ Guide to Waste

  7. Operating Model • Service Level Agreement with LGSC • Portion of the time of Director, Training and Administrative Officer, Finance Officer and Chief Executive as Accounting Officer
