  1. Cycling Scrutiny Cycle Integration with Rail in Hertfordshire

  2. Overview Cycle Integration with Rail in Hertfordshire • Background to rail in Hertfordshire • How the initiatives conform to the strategy • Meeting the needs of the commuter cyclist • Considering the cyclist at the rail station • How we can improve • Partnership working Cycling Scrutiny

  3. Cycle Integration with Rail in Hertfordshire Cycling Scrutiny Overview of Rail in Hertfordshire • 50 Stations • 10 Train Operating Companies • 5 Train Operating Companies that maintain stations • 20 First Capital Connect • 12 London Midland • 10 National Express East Anglia • 5 London Underground • 3 London Overground • 4 different divisions of Network Rail

  4. Rail Stations in Herts Background Current and Future Developments Passenger Transport in Hertfordshire

  5. Cycle Integration with Rail in Hertfordshire Cycling Scrutiny Footfall at top five stations

  6. Cycle Integration with Rail in Hertfordshire Cycling Scrutiny Demand for cycle parking at stations is increasing • Car parks are full and/or perceived to be increasingly expensive • Good quality cycle parking near station building with CCTV coverage will get used • If you build it, it fills up • Train operators also allow cycles on trains with certain restrictions

  7. Cycle Integration with Rail in Hertfordshire Cycling Scrutiny Improving Cycling Provision for Railway Commuter • Improve secure cycle parking facilities at rail stations • Improve rail interchanges to ensure sustainable access to rail stations (cycle parking is one component) • Integrate with Urban Transport Plan process (where possible) to ensure projects on/near railway fit with local aspirations • Partnerships allow for a seamless link from highway to railway land • HCC work with train operators to ensure that policy for taking cycle on train is clear and consistent

  8. Cycle Integration with Rail in Hertfordshire Cycling Scrutiny Consultation • We work with our partners to ensure consultation occurs • In some areas we have been able to ensure good consultation with local cycle campaigns and residents • Consultation may be conducted differently, depending on who is managing the project and whether the project is on the highway or on railway land • Most cost-effective consultation uses stakeholder workshop format early in the process for large projects

  9. Cycle Integration with Rail in Hertfordshire Cycling Scrutiny Rail Partnerships • Quality Rail Partnership with London Midland • Progressing to QRP with First Capital Connect • Liaison with National Express, London Overground and London Underground • Abbey Line Community Rail Partnership • North Orbital Rail Partnership • Intalink

  10. Cycle Integration with Rail in Hertfordshire Cycling Scrutiny Project examples – current and complete • Major interchanges • Potters Bar, Hitchin, Elstree & Borehamwood, Watford Junction • Linking highway to rail station • St Albans (City), Hatfield, Royston • Improved cycle parking facilities at many stations

  11. Cycle Integration with Rail in Hertfordshire Cycling Scrutiny Opportunities to Improve • Create consistent consultation process for major projects and smaller schemes by ensuring adequate funding and time are allocated • Consider whether no scheme is better than partial scheme (e.g. cycle parking without covered parking or CCTV provision) • Integrate funding/project definition processes between partner organisations to ensure that aspiration for seamless link from highway to rail station is achievable
