ACR Aviation Capacity Resources AB ACR is certified according to all requirements for ANSPs operating in Europe and ISO 9001 and ISO 14001 standards Established in 2004 – delivering ATS/ATC and MET services to airports since March 2011 Operates 12 ATS-units in Sweden and provides ATM solutions for airports internationally 107 employees, 93 ATCO and 5 ATSA Expanding it’s operations and consultancy outside Sweden

ACR so far and possibilities • Airports cost per opening hour for ATS/ATC have been reduced by 30-40%, since ACR entered the market • We see no obstacles expanding our business to other countries in Europe • The large savings for the airline industries in the future is when all operations on and around the airports – both TWR/CTR and APP/TMA – is allowed to be purchased by the airports in full competition

Experiences from the deregulation in Sweden • When airports tender their ATC services – it is important that it contains information of the number of ATCO/ATSA, age of the ATCO/ATSA and working years (date of the first rating as controller) • At least 6 months transition period, when changing ANSP • The regulator must have the mandate to ensure that the local operating conditions (normally in local operations manuals) are delivered/handed over without disruption to the new provider • Enhanced focus from the Regulator to monitor the market that no cross subsidies shall at any time be allowed according to EU regulations • Cost savings through competition must get to the airports and airline industry without delays. The national regulator must get more tools and be more pro-active to promote fair competition

  8. RTS – Remote Tower System • RTS will have an impact in the market. We believe that the RTS concept has advantages as back up for larger Airports in Europe • We are still convinced, that the ”classical “TWR/ATC operations in the TWR environment is the most cost effective solution today and that further streamlining and better use of capacity can be made with maintained safety in the air. A streamlined organization will stand strong in the face of increasing competition

What needs to be developed in the competitive ATS/ATC market • It is important that providers in a competitive market co-operate to promote aviation safety – Flight safety is the highest priority for all ANSPs. Flight safety is not negotiable • "Competition on equal terms" the main success factor for a fruitful and sustainable liberalization – no state subsidies or other cross subsidies should be allowed • Develop the EU “charging scheme” regulation (391/2013) to give airports the possibility to be a part of the charging scheme. Today ANSPs get financing for ATS/ATC, MET and CNS. If airports takes full responsibility for the costs delivered by ANSPs, the total costs will be transparent. That should speed up cost effective TWR and APP solutions in Europe instead of “terminal charging zone”
