The framework provides: High level assessment of performance of PFM systems – an overview for multiple stakeholders Evidence-based, generally accepted good practice PFM contribution to three levels of budgetary outcome: aggregate fiscal discipline, strategic resource allocation, efficient service delivery Underlying causes of good or bad performance Government fiscal and financial policies It does NOT provide an assessment of:

  4. Revising the Framework • Ensure ongoing relevance and update ‘good practices’ • Improve areas of weakness • It is not intended to: • Change the purpose • Substantially undermine comparability over time, though tension with relevance
