  7. Contract for SIGAR The contracting office issued a sole source contract for services, valued at $96K, to vendor Joseph E. Schmitz, PLLC The basis for the sole source justification focused on SIGAR’s immediate need for an independent reviewer in order to protect their law enforcement status, and the integrity of the ongoing investigations regarding Afghanistan reconstruction funding  Specifically, SIGAR had a requirement for an independent reviewer to address corrective actions provided by the Council of the Inspector General on Integrity and Efficiency (CIGIE) UNCLASSIFIED NCRCC UNCLASSIFIED Expeditionary – Responsive - Innovative
