Governance and Public STI Policy • For two years now, DOST and DBM implement a “whole-of-government” approach for government-funded ICT efforts - “Medium-Term ICT Harmonization Initiative (MITHI). • Also, the Department of Health (DOH) gives its R&D budget (P 300 in 2014) to PCHRD-DOST to manage– a collaboration. • Collaborating with DOST, the Department of Budget and Management (DBM) is instituting in 2014 national budget the “Harmonized R&D Agenda” as basis for releasing public R&D funds to all government agencies. The R&D agenda would be approved by the Presidential Coordinating Council on R&D (PCCRD). • There is a Presidential instruction for DOST to evaluate large-scale technology procurement of all government agencies.

  8. Technology Transfer and intellectual Property • The DOST will establish incentives for researchers with patents and publications. Investment Support and Venture Capital • An R&D Tax Incentive scheme is being implemented by the Bureau of Internal Revenue (BIR) allowing 100 % deductions from gross taxable income. Venture Capital, private initiatives and science-industry relations • DOST has put facilities (e..g ADMATEL) to help local semicon firms move up the value chain. • IdeaSpaceis a private sector initiative. • GK Enchanted Farms , a private business incubator catering to social innovators helping farmers

Innovation-related info and support systems for rural areas • The Small Enterprises Technology Upgrading Program (SETUP) is being expanded to feature the establishment of Innovation Centers in 16 regions of the country. • Innovation Centers will diffuse locally-developed food processing equipment. • An Engineering and Design capability program has been put in place to support.

STI Human Resources Development • The annual budget of the ERDT program has been instituted in Science Education Institute (SEI) under DOST • All regions will soon have a Philippine Science High School campus. • The S&T undergraduate scholarship program has been expanded to achieve the objective of having at least 2 scholars per town for all 1,600 towns.

  11. We are still grappling with the challenges of overcoming “market failures” and “coordination failures” inherent to STI. • Of course, we are avoiding “government failures”. • We view research and innovation as opportunity to build our capability to solve our pressing problems (thereby, improve R&D relevance) and to benchmark with global best STI practices (thereby, improve R&D quality).
