This project led by Calin Georgescu focuses on Sustainable Development through the Local Agenda 21 in municipalities. The initiative promotes Public-Private Partnership (PPP) and bankable projects to create rich regions. It covers a pilot phase from 2000-2002 in 9 municipalities, followed by an extension phase from 2003-2007 expanding to 40 municipalities. The project implements the Local Plan for Sustainable Development, decentralizes development, and creates an adequate framework for financing local infrastructure projects. The fundamental concept is rooted in Agenda 21, adopted at the Rio Summit in 1992, focusing on economic, social, and environmental aspects of Sustainable Development. The National Forum on Sustainable Development further advanced the agenda, emphasizing partnership with civil society for decentralized development. The project entailed joint declarations and cooperation agreements between various entities to drive Sustainable Development goals forward.
