Policy mix • German Players in Astroparticle Physics Federal Government/ BMBF “Instrumentation of RI” DFG “Bottom up topics” 58 % 42% 90% HGF – DLR “Space topics” 10 % MPG “self defined core themes of institutes” 50 % 50 %
Some general remarks • Necessary requirements for BMBF – project funding • Major federal interest • Complementarity to DFG-funding • German universities preferred recipients • Non-university institutions only in exceptional cases (institutional basic funding) • Priority for collaborations / networks • … and, of course, scientific excellence of the proposed project • PT = Projektträger = the one carrying the projects • PT- DESY assigned by BMBF to manage the project funding in this area • => PT-DESY = funding agengy in the name of the BMBF • 5 of 11 PT at HGF-centres
BMBF – project funding • Astroparticle Physics • BMBF – project funding since 2001, 1st call 2004, ~3,5 Mio.€/a • Funding of selected core themes of fundamental research in natural science in the areas „ground-based Astrophysics and Astroparticle Physics“ • Next funding period for Astro- & Astroparticle Physics : • July 2008 – 30 June 2011 • Purpose: • Further development of instruments • Development of experimental techniques / methods / basic technologies • Methods of analysis / evaluation of data • GAVO (German Astrophysical Virtual Observatory)
Total: 10,5 Mio. € Current funding period: Astroparticle Physics 2005 - 2008
Project funding in five steps • I. Preparation of the call & funding period (BMBF & PT) 1. Discussion of main thematic priorities / focus for funding • Fundamental questions to be addressed? • Selected large-scale infrastructures / instruments? • Input from the scientific community : i.e., RDS (=„Council of German observatories“), KAT (= „Committee for Astroparticle Physics“) 2. Call for proposals by the BMBF • Published in the Federal Bulletin • Deadline for next call, issued in autumn: 31. December 2007
Project funding in five steps II. Application (PT) • administrative and scientific „pre-check“ • Preparation of evaluation III. Evaluation (PT, Evaluation Board, BMBF) • Experts in specific research areas evaluate the applications and recommend funding • Fundingdecision according to the research policy of the BMBF • financial plans, letter of approval (or reject the application) • Spring 2008
Project funding in five steps • IV. Project (PT) • Normal duration of project: three years • Money will be released upon demand throughout the funding period • Project control: annual progress report (financial and scientific/technical) • Administrative support for running projects (e.g., update of the financial plan, approval of technical changes, … ) • Start 1st july 2008 • V. Final step (PT) • Check Final report (financial and scientific / technical) • detailed final report will be evaluated and published
