Completed Activity • 2010 Newly Elected Officials (NEO) Program • Supported implementation of multi-component capacity building program in Jun-Nov 2010 • Multi-stakeholder partnership: DILG, LGA, Leagues, Development Partners • Final outputs submitted in Feb/Mar 2012 • 2010 NEO Program Training Evaluation Report (DIALOG TF) • Provincial Alliance-Building Report (EU) • PhP 9.4 million in support from DIALOG TF
On-going Activities • Capacity Building for Local Treasurers on the Statements of Receipts & Expenditures (DOF-BLGF) • Support for implementation of 9 workshops for provincial and city treasurers, accountants and budget officers nationwide in Mar-Jul 2012 • Seven workshops have been completed with two remaining workshops to be completed by mid-July • Final Evaluation Report expected in Q4 2012 • Estimated PhP 7.2 million in support from DIALOG TF
On-going Activities • Building on the Full Disclosure Policy: Strengthening Citizen Demand for Local Governance (DILG-BLGS) • TA in development of FDP View Portal in DILG website (1) • FDP View Portal expected to go live in Aug 2012 • Design and piloting of capacity building program for CSOs on utilizing the LGU reports disclosed under the FDP (2) • Five workshops conducted in Apr-May 2012 • Finalization of learning materials and references for distribution • On-going review of implementation and M&E of participants • Estimated PhP 4.9 million in support from DIALOG TF • Review options with DILG and CSO partners for scaling up capacity building program for CSOs
Pipeline Activity • Enabling Sustainable LGU Debt Management (BLGF) • Background: Recent analytical work have highlighted key issues in LGU debt policies and monitoring systems (2012 IMF mission, 2010 COA Special Audit, WB & ADB analyses) • Overall levels of LGU debt are relatively low (0.8% of GDP in 2010) • Demand-side & supply-side issues in optimizing LGU debt financing • Anecdotal evidence of LGU abuse of borrowing powers, e.g., loans exceeding debt service capacity and loan proceeds not being utilized for their intended purpose • Need for stronger LGU debt policies and monitoring systems to mitigate potential fiscal risks
Pipeline Activity • Enabling Sustainable LGU Debt Management (BLGF) • Preliminary Objectives: • Institutionalize sustainable and fiscally sound LGU debt policies and management systems that will promote greater transparency and accountability for LGU loans and borrowings. • Preliminary Activities • Review and address existing deficiencies in the current policies and practices on loans and borrowings of LGUs • Develop and implement tools and systems for the management of LGU loans and borrowings • Alignment with DIALOG TF Objectives • Consistent with development objectives of TF & PDF-WG work-plan
Pipeline Activity • Enabling Sustainable LGU Debt Management (BLGF) • Alignment with DIALOG TF Objectives • This project is consistent with the development objectives of the DIALOG Trust Fund and the work-plan of the PDF-WG. • This project builds on learnings and findings from other development partner activities.
