  6. Finding #1 COMSTAC strongly supports the inclusion of bipartisan satellite export control reform provisions within the FY 2013 National Defense Authorization Act (“NDAA”) that would return Category XV export control jurisdictional authority to the President.

  7. Finding #2 COMSTAC supports the adoption of legislative language within the FY 2013 NDAA explicitly referring to “satellites and related items” in order to properly address the 1999 NDAA’s language and avoid confusion relative to different types of spacecraft.
