On October 9, 2012, COMSTAC emphasized the urgent need for bipartisan satellite export control reform within the FY 2013 National Defense Authorization Act (NDAA). The key findings highlight the importance of returning jurisdictional authority over Category XV exports to the President and adopting clear legislative language that accurately references "satellites and related items" to avoid confusion stemming from the 1999 NDAA language. This reform is critical for the effective management of export controls in the evolving aerospace sector.

Finding #1 COMSTAC strongly supports the inclusion of bipartisan satellite export control reform provisions within the FY 2013 National Defense Authorization Act (“NDAA”) that would return Category XV export control jurisdictional authority to the President.
Finding #2 COMSTAC supports the adoption of legislative language within the FY 2013 NDAA explicitly referring to “satellites and related items” in order to properly address the 1999 NDAA’s language and avoid confusion relative to different types of spacecraft.
