Integrity • The officials are in charge of the integrity of the game by insuring Safety maintaining fairness for the participants involved in the game • Officials now call penalties based on • A player using unfair tactics to gain a competitive advantage • Seeing and reacting to a penalty, not picking and choosing • Not basing the penalty on the outcome • It is all about calling penalties based on the “act’.

New Line of Enforcement • Be careful not to: • Effect Zero Tolerance, make sure the ‘act’ is a penalty • It is not the NHL standard, it is about enforcing the rules to a higher standard • Ownership • Everyone owns the new line of enforcement and is responsible for supporting it • USA Hockey and Hockey Canada • Players, coaches, officials, Parents

New Line of Enforcement • Communication • Be Clear, concise, simple and consistent • Help win over players and coaches and other officials • Requirements • Support officials that are diligent • Work with officials that are not embracing the change • Each game sets a standard for the next crew • It is for the ‘Good of the Game’

New Line of Enforcement • Your Role • Break officiating old habits • “let them play”, “Put the whistle away” • Let the players decide the game • Only penalize if it stops a scoring opportunity • Motivate the change by: • Rewarding speed and skill • See it and react to it • Don’t guess, don’t overreact • Establish good sightlines

  6. New line of Enforcement • Stand firm • Stay focused • Everyone must be committed to the integrity of the game • Maintain the standard • Remember, coaches may have a difficult time ‘unteaching’

Summary • This standard is to be enforced at All levels of play and under All circumstances throughout the game Other infractions such as checking from behind, contact to the head, high sticking, cross checking and roughing must also be enforced to the strictest standard Players must be held accountable for all illegal actions of an intimidating nature or that create a competitive advantage
