  2. Scope and Coverage • States 8+2 = 10 • UTTA, MAH, RAJ, KAR, AP, ORI, WB, MEGH (GUJ, TRI) • Districts = 40 • Municipal wards (in district HQ) 4x40 = 160 • Villages 8 x 40 = 320

Scope and Coverage • Public Authorities (per district) • Village PAs 5 (from Panchayat, School, Anganwadi, PDS, Sub-health Centre, Patwari, Police, Forest, PHED) = 8 x 5 = 40 • Same PAs at Sub-divisonal level = 2 x 5 = 10 • Same PAs at District level = 5 • Report to DM/DC/Collector • Total 55 per district • Grand Total 40 x 55 = 2200

  4. Scope and Coverage • Village meetings 320 meetings • Rural Applicants/Appellants 10 per district x 40 districts = 400 • District HQ Applicants/ Appellants 20 per district x 40 districts = 800

  5. Methodology • PAs, (with checklists/formats) • File RTI requests by 15 May 2008, asking for study related information and one on substantive information at Sub-division and district level • Also ask for inspection of records • File an application personally (through a proxy villager) – during visit or earlier – to record process of filing and facilities etc. • If unable at village level, file at higher l;evel till successful. • Interview APIO/PIO • Examine section 4 compliance • Examine records/get copies

  6. Methodology • Rural/District Applicants/ appellants • Get details from PAs/ ICs/Village meetings • Interview those in sample areas/nearby areas • Where more than number specified, randomly sample.
