  4. FLOOD CBA TASK B: Building the Stakeholders’ Capacity • ACTION B1: “Development of peer to peer Network” Each partner has to set up a Network. We need to have an orientation about the stakeholders that should be included in these networks. The activities of the network are described under Action B1 of the proposal. DELIVERABLE: Information Exchange Network – List of members The deliverable will have the form of a table with contact details. FLOOD CBA TASK B: Building the Stakeholders’ Capacity • ACTION B2: “Collection of Background Information” In each participating country every partner will have to collect material relative to the methodologies used for assessing the costs and benefits of flood risk prevention measures. DELIVERABLE: The collected material will be uploaded to the Knowledge Platform. FLOOD CBA TASK B: Building the Stakeholders’ Capacity • ACTION B3: “Assessment of Stakeholders’ needs” A stakeholders’ consultation process will be developed following the review of the background information. Its core objective is to receive the stakeholders’ comments and requirements regarding the content and the information provided by the Cost/ Benefit analysis of the Flood Prevention Measures. Methodology for the Identification of the relevant Stakeholders Snowball sampling • Technique that helps identifying stakeholders. • Increases the number of participants during the process. • Determines unknown stakeholders. Social Agents ------ Nominations among social agents Research path Snowball sampling is not a stand-alone tool; It is a method for selecting participants and then using other tools, such as interviews or surveys. Interviews through standardised questionnaires. Well established method, widely used to gather comparable information from the source.

  10. Stakeholders Characterization Table To visualise and characterise groups of stakeholders in an holistic manner. Helps organising basic data gathered from stakeholders through other methodologies such Snowball sampling or interviews. Connection Matrix To represent relationships between stakeholders and social networks. This well established technique allows, among other things, the identification of these stakeholders that are better connected, the kind of connection among the stakeholders, relationships with the Administrations, etc. Carrero, 2009 Carrero, 2009

  11. Social Networking Representation This helps understanding complex social networks. Shows connections between stakeholders and enables analyses of connections, such as: categorising, finding groups inside a network, temporal networking, etc. Carrero, 2009
