  1. Progress Report:Development of Operations Standards April 7, 2004 Electric Facilities Generation Standards Committee Meeting (Agenda Item #4)

  2. Outline of Progress Report • Scope of Proposed Standards • Project Team Measures of Success • Status of Operations Standards • Structure of Proposed Standards • Summary of Technical and Non-Technical Standards • Proposed Next Steps • Tentative Committee Schedule • Tentative CPUC Schedule

  3. Scope of Proposed Standards • Emphasis on larger (and older) thermal plants (e.g. combined cycle and boiler plants). • Includes major systems typical at hydroelectric and geothermal plants, and peakers

  4. Project Team Measures of Success* • Operating Standards Must: • Reflect an understanding of operating practices, conditions and procedures in CA power plants • Cover important systems, components, modes of operations and various technologies • Clearly articulate what’s expected from generators • Allow generators to explain how they comply with detailed requirements *CPUC Project Team

  5. Project Team Measures of Success* (Continued) • Operating Standards Must: • Facilitate clear follow up audit process and related procedures • Be compatible with existing Maintenance Standards • Be developed in cooperation with Committee, ISO, and ongoing CPUC Review Team So far, the proposed standards are conforming to these measures of success *CPUC Project Team

  6. Status of Proposed Standards CPUC Review

  7. Structure of Proposed Standards • Standard: One paragraph that summarizes GAO responsibility • General Requirements: States specific operational components • Detailed Requirements: Provides more specific guidance for the preparation of Operations Plans to be reviewed by CPUC Staff.

  8. Integration of Maintenance Standards with Operations Standards Maintenance Standards Operations Standards (Proposed) (Existing) Standard (Approved) Standard Assessment Guidelines (Approved) General Req’ts Detailed Req’ts for Maintenance Plans DetailedReq’ts for OperationsPlans

  9. Alternative Committee Approaches • Committee adopts standards only. (One Component) • Committee adopts standards and general and detailed requirements for operating plans. (Three Components) • Committee adopts standards and general requirements and recommends detailed requirements for operating plans. (This is consistent with Committee approach for maintenance standards.) (Two Components)
