Superintendent’s Data Ethics Initiative The Superintendent has empowered the Educational Technology Department to implement an Online Data Ethics Course with a Mastery Test to all Data Handlers in the Jersey City Public School District. Staff is required to take, and pass, the online Data Ethics Course as a condition for new/continued access to district data systems.
Implementation Phases • 11/10 - Pilot Groups: ETTC, Testing Department, PS#17 Data Team • 12/10 – Human Resources, Legal Department, Data Teams Division “A” • 1/11 – Supervisors, Data Teams Division “B”, Data Teams “High School”, Data Teams “Restructured Schools”, District Clerical Staff • 2/11 – School Administrators, Business Technology Staff, Educational Technology Staff, Budget Office • 3/11 (Planned) Guidance Counselors, Child Study Team Members • 4/11 Others
Logistics of the Course • The Online Course is a series of PDF and video files that present the content of the book, “ The Forum Guide to Data Ethics” • Users get notified when they are registered for access to Moodle, the district’s Online Course Management System • Users are emailed instructions to get access, a Digital copy of the Data Ethics Guide, and a copy of the Superintendent’s memo directing them to participate. • Anyone with questions or issues is told to submit emails to the Technology Director
Logistics of the Course (Cont’d) • Users can sign-on to Moodle and go through the course at their leisure 24/7 • The videos are typically 3-5 minutes long • There are 12 sections correlated to “The Forum Data Ethics Handbook” • Users can review the materials online or download the Handbook and read the book • The last section of the Online Course includes an Online Data Ethics Final Assessment
Logistics of the Course (Cont’d) • Users are given 3 chances to take the assessment. • When a user passes the assessment with a minimum score of 80, the user is sent an email with a copy of the Certification for successfully completing the course. • The 2nd attempt has a penalty (10 pt questions become 8 pt questions, 5 pt questions become 4 pt questions). • If a user is unsuccessful 2 times, They receive an email identifying the problem questions with recommended chapter pages for review. • Students unable to pass the test after three attempts will be scheduled for a workshop
Data Ethics by the Numbers • Number of staff enrolled for the Online Data Ethics Course: 783 • Number of staff with Certificates* of Course Completion: 266 * = Certificates of Course Completion are given to those who successfully pass the assessment with a minimum score of 80.
