  1. Reconstruction By: Sabina Mahdavi, Ilana Shektman, Caoimhe Mosley, and Jack Dolan Although the ratifications of the 13th, 14th and 15th amendments aimed to better the conditions of the Freedman, Southerners found loopholes in the system and were able to suppress the rights and living conditions of the Freedman thus lowering their quality of life.

Voting Loopholes - Poll Taxes - Literacy Tests - “Grandfather” Clauses (only allowed to vote if grandfather was registered) - Suppressive Election Procedures (black codes, KKK, etc.) - Bizarre Gerrymandering (redrawing election lines) - White-only Primaries - Eligibility Requirements - Rewritten State Constitutions 1

Black Codes • During the 1865 and early 1866, state legislatures set up laws throughout the south to give whites substantial control over blacks. • The “codes authorized local officials to apprehend unemployed blacks, fine them for vagrancy, and hire them out to private employers to satisfy the fine.”2 • “Forbid blacks to own or lease farms or to take any jobs other than plantation owners”3

Ku Klux Klan -When more than 70,000 blacks registered, the KKK became much more violent and responsible for thousands of deaths -They sent intimidating notices to the their enemies saying things like: “I have got my eye on you everyday” and “[I will] make you know your place”4, as a means of controlling former slaves and other opposing parties. -When Tennessee gave blacks the right to vote, ex-Confederates began to take up arms to oppose Reconstruction. A gathering adopted a law which created an organization that permitted the klan to spread across the South. -When a black either insulted whites or voted for republicans, The KKK could whip, beat, shoot and kill blacks all under legal terms. -The Klan appointed themselves as judges or juries and then wrongly accused blacks of activities like voting, which were completely legal.
