Small Enterprise Development Organization SEDO Within the Framework of the SFD, Efforts to Develop SMEs Since 1992, the Presidential Decree No. 434 of 1999 was issued to Institute SEDO as an Organization with a Special Character, Operating Under the Umbrella of the SFD, to Undertake Several Responsibilities: • Developing the Small Enterprise Sector by Setting, and Implementing the Policies to this Sector. • Mobilizing Resources, Coordinating Efforts, Implementing Government Policies, and Directing Mechanisms Toward the Development of the Small Enterprise Sector.

  4. SEDO Objectives • Creating viable and Sustainable Employment Opportunities. • Enabling environment for enterprises from Inception to growth. • Enhancing sustainability for existing enterprises. • Identifying business support services. • Providing access to credit.

  14. BACKGROUND In order for the SME lending industry to flourish and expand; careful consideration must be paid to R&D efforts. Such efforts would focus on: • Designing and testing competitive financial products that would serve to expand service delivery, outreach and profitability. • Conducting baseline studies and market assessments to assess demand for different financial products.

Constraints Hindering SME Competitiveness in Egypt • Innovation &Technology Constrains A) Technology: There is an apparent lag in technological upgrading of machinery as well as production processes. B) R&D: with minor exception if at all none of the enterprises had any R&D activities or investments of any scale.

SEDO R&D strategy • Increase Funding available to R&D Activities: - SFD fund allocate for R&D activities. - Placing R&D on the agenda of donor funding - Coordinate with universities and Institutes for participation of Tertiary students in R&D as part of their academic education, and to allocate a portion of research budgets for demand driven R&D for SMEs • Focusing on Sectors with Competitive Advantage with the Aim of Increasing Value Added.
