  4. SITUATION UPDATE Current Situation: - 650,000 Haloan DP - At least 150,000 migrated South - Increasing of DP up to 1 M and spread of disease - 150,000 IDP remain in 3 large collectives - RTG approved USD 500 M to rebuild their own homes - Depletion of relief materials

SITUATION UPDATE - UNHCR established a coordination HQ - Sturdy and robust road network - Some major Highways and bridges need to be repaired - Thai railroad remains intact - Airfields throughout Thailand are in good condition - River barges are available - Relief ships will have priority at all piers

  6. CTF Mission When directed, CTF MENG RAI conduct HA/DR in the Combined Ops Area in support of RTARF to restore stability and reduce human suffering. On order transition relief effort to Government of Thailand.

  7. CTF COMMANDER’S INTENT Purpose: Assist Royal Thai Government in providing Humanitarian Assistance/Disaster Relief (HA/DR) in coordination with supporting relief agencies and Non-Governmental Organizations (NGOs) to provide immediate life saving and relieve human suffering caused by natural disasters in the Combined Operations Area (COA) in order to stabilize the crisis.

CTF MENG RAI - COMMANDER’S INTENT Method: • Secure the Thai - Haloan Border • Provide support and a secure environment for Relief Agencies and NGOs • Provide logistical support (food, water, shelter) and security for DP population and Thai disaster victims • Restore critical basic infrastructure and emergency services as required • Provide transportation support and security of relief supplies and distribution points • Assist Provinces in providing life saving medical treatment and disease/epidemic control • Protect the force from criminal activities, terrorist acts, and disease/non-battle injuries • Keep the populous informed of CTF Meng Rai activities through media, CA and IO • Transition/transfer HA/DR missions to Royal Thai Government

  9. CTF MENG RAI - COMMANDER’S INTENT Endstate: HA/DR crisis in the Combined Operations Area is stabilized. Critical infrastructure is restored; border control is reestablished; medical/health crisis is stabilized; DP camps built, secure and life support established. CTF MENG RAI mission accomplished (In Accordance With (IAW) measures of effectiveness) and transfer of authority to the Royal Thai Government completed.

ASSUMPTIONS • No known minefields on border area w/Haloa • No insurgents in border area • MNF can carry small arms for force protection • Mission is 90 days or less • CTF can use over-flight rights over Haloa • Cannot commit MNF into Haloa • Pursuit across Haloa border is not allowed • Displaced persons in camps will increase with success of HA

  14. ASSUMPTIONS • US & UK will provide strategic lift for smaller nations if required • MQ-126 will be provided • Tactical communications only initial reliable means of communications • Countries will provide communications to C2 their organic units

COA 1 STATEMENTMAE SAI CTF will supplement and enhance existing military and civil infrastructure in the COA by dividing into 3 CTGs (N, S, & E) that are geographically distributed and correspond with RTA military circle HQs. A Logistics Task Force (LTF) will provide medical support, supplies, transportation, engineering, contracting, and services to the CTF. CTG North is the main effort. Priority of support goes to CTG’s North, South, and East in order. We are accepting risk in smaller camps by providing priority to larger camps.

  28. COA MAE SAI This phase starts when HQ CTF MENG RAI is established; the MPAT conducts Crisis Action Planning and enabling forces start to deploy. Start C-Day to C+2. PHASE 1: Preparation (C-0 to C+2) CTF HQ: Conduct planning; integrate with existing RTARF and other Royal Thai agencies. Coordinate with Region 3 Civil Defense Coordinator & humanitarian community. Establish Combined Reception Center. Combined Task Group North: Prepare for deployment of MNF; prepare to integrate MNF with existing HA/DR activities. Combined Task Group South: Prepare for deployment of MNF; prepare to integrate MNF with existing HA/DR activities. Combined Task Group East: Prepare for deployment of MNF; prepare to integrate MNF with existing HA/DR activities. Logistics Task Force: Prepare for deployment of MNF; assist RTN in preparing UTAPAO Air Base as initial staging area; assist RTAF in preparing regional airports as intermediate staging areas CPOTF: Prepare to deploy. Integrate with existing PSYOP forces CSOTF: (Main Effort) Deploy enabling forces to incl command and control and preventive medical units; conduct assessment of MSRs and DP routes into the Kingdom. The main effort is the Logistics Task Force. This phase ends when all MNF are in their respective staging areas and the CTF is operational. PHASE 2: Deployment /Integration (C-0 to C+14) CTF HQ: Complete integration with existing RTARF and other Royal Thai agencies. Continue coordination with Region 3 Civil Defense Coordinator & humanitarian community; integrate MNF LNOs as they arrive. Combined Task Group North: Conduct HA/DR; prepare for deployment of MNF; prepare to integrate MNF with existing HA/DR activities. Combined Task Group South: Conduct HA/DR; prepare for deployment of MNF; prepare to integrate MNF with existing HA/DR activities. Combined Task Group East: Conduct HA./DR; prepare for deployment of MNF; prepare to integrate MNF with existing HA/DR activities.   30. COA MAE SAI Haloa This phase starts when MNF forces are deployed into their respective AOR’s. The purpose of this phase is to conduct HA/DR operations in order to provide border security, stabilization, and relieve human suffering. The main effort is CTG North. This phase ends when the conditions are established to provide a smooth transition of HA/DR effort to the Royal Thai Government. PHASE 3: Execution (C+1 to C+85) CTF HQ: Continue coordination with Region 3 Civil Defense Coordinator & humanitarian community; start transition planning Combined Task Group North: (Initial Priority of Support) Conduct HA/DR; conduct border security ops. Combined Task Group South: Conduct HA/DR; conduct border security ops. Combined Task Group East: Conduct HA./DR; conduct border security ops Logistics Task Force: (Main Effort) Provide support to CTG N initially; be prepared to support CTG E and S as required CPOTF: Broadcast PSYOP themes in support of CTG’s. The purpose is of this phase is to handover HA/DR to Thai Government. The main effort is CTF HQ/CMOC. This phase ends when the RTG assumes full control and responsibility of HA/DR. Begin Transition on or about C+60. PHASE 4: Transition (C+60 to C+90) CTF HQ: (Main Effort) Conduct transition planning; turn over HA/DR activities to the 3d Army Region, RTA; redeploy MNF. Combined Task Group North: Conduct HA/DR; conduct border security ops; redeploy MNF. Combined Task Group South: Conduct HA/DR; conduct border security ops; redeploy MNF. Combined Task Group East: Conduct HA./DR; conduct border security ops; redeploy MNF. Logistics Task Force: Continue support to CTGs & be prepared to surge as required; conduct transition; redeploy MNF. CPOTF: Support CTG’s as required; Prepare civilian populace for transition to RTG; redeploy MNF. CSOTF: Provide assessment of DP flows; conduct recon ICW RTARF and BPP; conduct transition planning; redeploy MNF. LTF

COA 1 - ADVANTAGES • CTF HQ collocated with UN HA/DR Cell in Chiang Mai, facilitating coordination and transition to RTG upon completion of mission • Regional CTG structure uses existing C3 networks and provides redundancy • Retains MNF integrity by assigning country assets to the same CTG • Contracts remain in place when MNF departs, supporting a seamless transition to RTG when CTF departs • Logistics concept facilitates most efficient allocation/prioritization of limited support assets • Medical units deployed early to DP camps, with additional medical capability in reserve • Thai BPP & RTA Rangers secure the border

  33. COA 1 - DISADVANTAGES • By allocating MNF assets to all three CTGs and the LTF, there is a risk of diluting the effectiveness of the CTF • Underutilization of naval assets

COA 2 RATIONALE • Considerations: Guidance from CTF Commander and Warning Order. • Deductions: Thai Armed Forces are in best position to control their borders while the remainder of the CTF support and enhance relief efforts. • Unit array: TF Border Security, CARFOR/CAFFOR organized to support largest requirement, CMOTF positioned to maximize C2 efforts. • KEEP THE OPERATION SIMPLE

  42. COA # 2 This phase starts when CTF MENG RAI forces begin to deploy into the Kingdom of Thailand. The purpose is of this CTF is to conduct HA/DR operations. The main effort is Land forces . This phase ends when all multi-national forces have closed in the Theater. Start C-Day to C+14. PHASE 1: Deployment BLUE - AF TAN - NAVY GREEN - ARMY RED - MARINES BLACK - GND TRANS

  43. COA # 2 This phase starts when initial forces enter theater. The purpose is of this phase is to receive the MNF and form the CTF. The main effort is Army Forces. This phase ends when all MNF are in their respective staging areas and the CTF is operational. C + 1 to C+ 17 PHASE 2: RSO&I BLUE - AF GREEN - ARMY RED - MARINES BLACK - GND TRANS

  44. COA # 2 This phase starts when forces are deployed into their respective AOR’s. The purpose of this phase is to conduct HA/DR operations in order to provide border security. stabilization, and relieve human suffering . The main effort is CARFOR. This phase ends when the conditions are established to provide a smooth transition to the Royal Thai Government. C + 17 to C +75. PHASE 3: Employment CARFOR: provide security, logistical support, and transportation to DP’s, NGO’s, relief agencies and to restore critical infrastructure. CAFFOR: provide transportation support throughout the combined operational area. CNAVFOR:provide sea based transportation and medical support to the CTF CMARFOR: provide security, logistical support, and transportation to DP’s, NGO’s, relief agencies and to restore critical infrastructure. TF MED: provide medical care to DP’s and camps throughout COA. TF Border Security: secure and stabilize the Haloan Thai border, conduct initial screening ops and counter drug ops.

This phase ends when all personnel and equipment have departed the Kingdom of Thailand. Redeployment begins on or about C+90. PHASE 5: Redeployment
