Education Justice • Raise standards for adjuncts: compensation, benefits, job security; bringing them out of the shadows at campuses • Support our community colleges and defend public education • Increase access and outcomes for SEIU members: need sufficient academic prep, make college affordable, preserve diversity at colleges.

  7. For-profit Colleges • 2.3 M students currently enrolled in for-profit schools • The number of for-profit schools increased by 6.2% in the 2011-2012 from previous school year Schools Eligible for Title IV Funds

For-profit Funding Streams • Extremely reliant on federal financial aid. • The two largest streams are Title IV funds (which include loans and Pell grants) and the GI Bill • For-profits receive an out-sized share of that aid relative to enrollment: • Title IV Funds: Enrolled 13% of students but rec’d 25% of funds • G.I. Bill Funds: Enrolled 25% of veterans but rec’d 37% of funds

HELP Committee Findings: Part Time Faculty • In fall 2011 there were nearly 1.2 M faculty at Title IV eligible schools. • Report notes high rates of part-time faculty: • Bridgepoint 98.3% • Grand Canyon University 96.1% • Report questioned whether model allows faculty to: • Exercise genuine academic independence • Have a vested stake in the quality of the institution High Proportion of Part-Time Faculty

  11. HELP Committee Findings: cont. • High rate of withdrawal in recent years • High student debt • 13% of cc students take out debt, • 48% in 4 year publics, • 57% in 4 year privates, • 96% in fps • Costly degrees • Misplaced spending priorities

For-profit Ed Reform • Fed: Several bills aimed at FPHE reform, unlikely to pass as stand-alones • Fed: May be more successful through appropriations • Fed: HEA reauthorization • State: 2011-12 at least 37 bills in 17 states against FPHE • State: Joint investigation launched March 2011- led by KY AG + 22 AGs
