Evolution of the MAS Report Card • 1995: ACO monitoring sales & IFF • 1997: Pilot - IOA review of 72A/IFF • 1999: Internal CAV process • 2002: CAsI Report Card • Target audience is PCO and contractor • Combines CAV data with ACO input • Two reviews during 5 year contract term • Focus on process review • 2007: CAsI Next Generation is coming!

  8. CAsI and the CAV - Today • CAsI Report Card includes 27 topics • 10 are ACO input • 17 come from IOA’s CAV report • Determination of overall rating: • All 27 positive = Outstanding • 22-26 positive = Successful • <22 positive = Unsuccessful

  9. CAsI and the CAV – Tomorrow • Scheduled implementation - Summer 2007 • 26 evaluation topics • Some differ from current CAsI topics • 8 are ACO input - 18 from CAV • More complex determination of overall rating • Not punitive • Opportunity to improve

NEW Report Card – Mandatory Elements If all Critical Elements are met: failure in one (1) item in Mandatory Elements will result in a VERY GOOD rating; failure in any two (2) or three (3) items from this section will result in a SATISFACTORY rating; failure to meet four (4) or more items in Category 2 will result in a MARGINAL rating.

  12. NEW Report Card – Critical Elements Failure to meet any one (1) of these items will result in a rating of SERIOUS CONCERNS EXIST

NEW Report Card – Critical Elements • Scope of contract • Trade Agreements Act • Using the current pricelist • Accurate sales tracking system • Meeting the minimum sales criteria • Process for monitoring "basis of award" customer • Charging customers the contract price or lower • Economic Price Adjustments • Achievement of subcontracting goals

  14. NEW Report Card – Above and Beyond EXCEPTIONAL rating: Must be Very Good and no more than one (1) failure in this group
