  8. > Project objectives Establishment of new National Emission Inventory System that will facilitate/enhance: • planning, implementation and evaluation of environmental policy and programmes on national, local and sector level, • national efforts to fulfil international commitments, i.e. CLRTAP and UNFCCC, • stakeholders capabilities of creating environmental policy by disseminating knowledge and information on environmental pressures

  9. > Project targets (I) • to build integrated emission inventory system that is operable and sustainable under national circumstances • to use already established frame for data collection and carefully analyse cost-effectiveness of new solutions • to take into consideration needs from “both sides” • to provide new legislative framework, supporting documents and tools for the implementation of NEIS

  10. > Project targets (II) • to collect and apply knowledge and experience on “good practice” from countries having already established emission inventory system • to use standardised methodology (EMEP/CORINAIR) and software tools (AE-DEM) developed by ETC-ACC as a “main frame” for NEIS, • to transfer knowledge and support NEIS users • to make data available to the public
