Purpose of the presentation • Show case successful sustainable agriculture initiative involving vulnerable groups of widows, orphans and women. • Demonstrate why we need to prioritize small holder farmers – particularly women in National Agricultural Investment Plans • Point out areas that are potential pitfalls to small holder farmers in CAADP investment plans

Key issue on food security in Kenya • Between 23 – 25% of direct GDPcomes from agriculture. • 27% of GDP in back and forward economic linkages between agriculture & other sectors. • The government policy encapsulated in Sessional paper No 10 gave priority in resource allocation to high potential areas. • Low potential areas where given low priority - One of these areas are the Bondo area of Nyanza Province • Policy: Export led growth of agriculture • Priority food products: maize, wheat & beans

Context of Usigu - BAMA • Perennial crop failures due to climate change – maize • Hunger vulnerability • High HIV prevalence - 60% of women are widowed. • Growing number of OVC (over 564) • 27% of OVC not in school despite FPE policy • BAMA brings 24 primary organic groups • Villages: Bar Okwiri, Achuodho, Magombe and Abidha villages

Purpose: To cushion the very poor & vulnerable in Usigu against hunger and enable them achieve food security Activities:Production, processing and storage of drought resistant foods, vegetables and fruits Social and political empowerment projects targeting women Beneficiaries:Widows, orphans, PLWHAs and the aged

Entry & approach • Research on 42 local vegetables to influence value and dietary perception of local community on traditional drought resistant crops and vegetables • Influence community dietary preferences (brochure) • Training & grant of Ksh. 210,000 (US$ 2625) • Grant used to support farmers with inputs (traditional crops seeds, ploughs and oxen) • Integrated (local crops, vegetable, goat keeping & fish) • Grains bought and banked into a strategic food bank • Upgrading milk production capacity of local goats

Project Results: • Increased production & productivity of sorghum & local vegetables – drought power • Core objective of reducing hunger achieved • Strategic food reserves + roots & tubers • Fall back mechanism: Loans food to members – African solution to food aid • Improved access to extension services

  8. “In April and May that is when most of us start to face starvation. Many families do not have food and even money to purchase any. We go to the food bank to borrow sorghum and dried vegetables to cope. Had it not been for the food bank, many of our children would have died of hunger.” Conslata Awino.

Beyond project objectives • Time for adult literacy among women • Awarded/ Recognized by Greek president for its work in promoting food security • Voted best implemented adult literacy program • Program linkages – HIV/AIDS, Food Security and Adult Literacy • Attracted other supporters (German Devt services, Kenya dairy goats association) • Annual BAMA eating festivals (policy engagement platforms on agriculture and food security) • Widows are now part of the local community SACCO

Making CAADP work for Small holder farmers • Clear understanding of impediments to production, value addition and market access • A truly African led and objective researches • Elimination of Hunger rather than pure increase in production should be an under-laying objective • The poor should not be displaced from their livelihood system but rather supported to strengthen their production system

Cont. • Support diversification of agriculture enterprise • CBA: Social aspects of food security rather than pure economic consideration • Well targeted (not over targeted) mechanism should be put in place in financing the agriculture sector • Should donor funding be targeted at MNC’s research, use of fertilizer, and promotion of GMO/ hybrid seed? • And what are the implications of this targeting to small holder land users and their access to markets?
