Compared to one year ago, would you say corruption in Zambia has increased, decreased or stayed the same?
How many of the following people do you think are involved in corruption, or haven’t you heard enough about them to say: Members of Parliament; Local Councillors; Government officials; Police; Tax officials; Judges and Magistrates; Traditional leaders.
In the past year, how often (if ever) have you had to pay a bribe, give a gift, or do a favour to a government official in order to: get a document/permit; get water/sanitation service; avoid a problem with the police (like passing a checkpoint or avoiding a fine or arrest?
How well or badly would you say the current government is handling the following matters, or haven’t you heard enough to say: managing the economy; improving living standards of the poor; creating jobs; keeping prices down; narrowing gaps between rich and poor.
How well or badly would you say the current government is handling the following matters, or haven’t you heard enough to say: reducing crime; improving basic health services; addressing educational needs; providing water and sanitation services; ensuring everyone has enough to eat.
How well or badly would you say the current government is handling the following matters, or haven’t you heard enough to say: Fighting corruption in government; combating HIV/AIDS; maintaining roads and bridges; providing reliable electricity supply; protecting rivers and forests; empowering women.
Think about how elections work in practice in this country. How well do elections: ensure that members of Parliament reflect the views of the voters; enable voters to remove from office leaders who do not do what the people want?
How easy or difficult is it for an ordinary person to have his voice heard between elections?
Do you approve or disapprove of the way that the following people have performed their jobs over the past twelve months, or haven’t you heard enough about them to say: your Member of Parliament; your elected local government councillor?
How well or badly would you say your local government is handling the following matters, or haven’t you heard enough about them to say: Maintaining local roads; maintaining local market places; maintaining health standards in public restaurants and food stalls; keeping community clean; collecting license fees; collecting rates on privately owned houses.
How well or badly do you think your local Council is practicing the following procedures?: making Council’s program known to ordinary people; providing citizens with information about Council budget; allowing citizens participate in Council decisions; consulting others; providing effective ways to handle complaints about Councillors or officials; or guaranteeing local government revenues are not used for private gain.
Looking at the group of elected Councillors who are presently serving on your local Council, how qualified do you think they are to do their jobs? – NB: No significant differences based on location.
Have you had to make any of the following payments during the past year: fees for government service e.g. education of health; local government license fees e.g. for a bicycle or market stall; property rates or taxes; public utility fees e.g. for water, electricity or telephone; income taxes.
In your opinion, how much do each of the following do to help your country, or haven’t you heard enough to say?
