2013 City Redistricting Plan Presentation April 29, 2013
Berkeley Neighborhood CouncilThe Redistricting Process • Voted unanimously to participate in the City redistricting process and established guiding principals: • Conform with the California Constitution definition of a community of interest: • A community of interest is a contiguous population which shares common social and economic interests that should be included within a single district for purposes of its effective and fair representation. • Keep neighborhoods together • Limit gerrymandering as much as possible • Create a majority student district • Shared intended process with forty-two (42) neighborhood groups. • Established a subcommittee to produce plan variations for review by entire group.
The Redistricting Process • Four (4) variations were presented with over 40 participants providing feedback. • Subcommittee took back comments and returned to group with two (2) map options for ratification.
The Redistricting Process • Over thirty (30) participants voted unanimously to submit based on the following principles: • A City Charter conforming map (keeping existing councilmembers in their districts) • One map only • Limit dividing neighborhood groups
The Redistricting Process • In the third and final meeting a ratified map was accepted with a vote of 15 yea, 3 abstain, 0 nay. It created: • A West Berkeley District • Kept all neighborhoods together with the exception of the accommodation for two councilmembers. • A student majority district that included the North Campus dorm but did not include the southeast Greeks. • Maintained major arterial boundaries east of San Pablo • With two exceptions conformed to < 1% deviation (this could be addressed by shifting some north University Avenue major apartments currently located in District 1 into District 3)
