Survey of Recreational Boat Fishers in the U.S. Virgin Islands Project Description • First year of a multi-year effort to establish baseline data on the recreational fishery of the USVI. • Characterize the boat-based recreational fishery of the USVI by utilizing the boater registration database maintained by the Government of the Virgin Islands, Department of Planning and Natural Resources, Division of Environmental Enforcement to conduct a pilot survey of registered boat owners.

  4. Survey of Recreational Boat Fishers in the U.S. Virgin Islands Project Objective • To determine if the frame for surveys of recreational boat-based fishers can be derived from the U.S. Virgin Islands vessel registration database maintained by DPNR-Division of Environmental Enforcement.

Survey of Recreational Boat Fishers in the U.S. Virgin Islands Project Methodology Task 1 • Obtain and proof vessel registration database. • Compare vessel registration database with federal Highly Migratory Species and Saltwater Angler Registry databases. • Categorize vessels capable of participating in the recreational fishery.

Survey of Recreational Boat Fishers in the U.S. Virgin Islands Project Methodology Task 1 Status • Converted vessel registration database from Access to Excel. • Proofed electronic database with hardcopy files - 2013 (STT/STJ – 3,449 vessels; STX – 1,242 vessels) • Categorized vessels by boat type (powerboat, sailboat, rowboat, jetski, kayak) • In Progress – Comparison of vessel registration database with HMS and SAR databases

  7. Survey of Recreational Boat Fishers in the U.S. Virgin Islands Project Methodology Task 2 • Develop survey instrument to characterize USVI boat-based recreational fishery with help from stakeholders and MRIP team. Task 2 Status • Conducted public information meetings with Dr. Theresa Goedeke. • Developed, pre-tested and revised mail and phone survey instrument.

Survey of Recreational Boat Fishers in the U.S. Virgin Islands Examples of Survey Questions • Do you participate in commercial, recreational, charter or subsistence fishing? • Do commercial fishers recreationally fish. If so, where do they record fish caught? • Why do you fish and what type of boat(s) do you use? • How often do you fish and where do you fish (territorial vs federal waters or both)? • Where and when do you land your catch? • What are the types of fishing methods you use, what are your target species and when during the year do you fish for them? • What comments do you have about recreational fishing in the V.I.

Survey of Recreational Boat Fishers in the U.S. Virgin Islands Project Methodology Task 3 • Identify statistically valid recreational boat-based fishery sector sample sizes. • Develop protocol for mail vs telephone surveys. • Conduct pilot mail vs telephone surveys. • Compare response rates of mail vs telephone collection modes.

Phone Survey Protocol • Day 1 – Pre-letter • Day 6-7 – Initiate Contact Attempts (6)

  12. Survey of Recreational Boat Fishers in the U.S. Virgin Islands FY 2014 Project Plan • Refine sampling methodology based on pilot survey results to form the standard for surveying boat-based recreational fishers in the U.S. Virgin Islands.
