In August 2009, the DOE Inspector General reviewed management controls over Cooperative Research and Development Agreements (CRADAs) at the Office of Science Laboratories. The investigation covered three SC Labs to assess their compliance with the requirement for final CRADA reports. Out of 138 completed agreements, only 83 had final reports, and only 65 were submitted to the Office of Scientific and Technical Information (OSTI). Most OSTI submissions occurred post-audit initiation. The Office of Sponsored Projects and Industry Partnerships (OSPIP) aims to address ongoing issues with report collection by implementing stricter submission protocols in the future.

LBNL issues • OSPIP has had a tough time getting final reports ( which we send to BSO). • We have a sample pro forma Final Report that we send to the PI with a memo instructing them to send the report to OSTI • Even though we instruct the PI to send the report to OSTI, we believe it has not been done • In the future, OSPIP will not accept a final report without the LBNL report number which will ensure that the report has gone to LBNL Report Coordination ( they send reports to OSTI) • We may seek your help if we have continued problem getting these reports .
