  9. Regulators • No Law Enforcement • Settlers took the regulation of the colony in their own hands—called Regulator Movement • No Courts, so they operated as vigilantes • When people were found guilty, they were hanged or beaten to death without a trial—violated rights

  10. A Solution • SC government helped backcountry settlers by establishing seven circuit courthouses to provide justice • Still more representation in legislature for the backcountry
