  3. PHASES OF POLL PROCESS Polling process will be categorized as 3 phases • Before the polling • During the poll • After completing the poll gurudeva.weebly.com

BEFORE THE POLL • Report to the Returning officer one day before the election. i.e., on 6th may. • Receive the appointment order from the Returning Officer (RO). • Read carefully the appointment order, identify the name and number of the polling station. • Contact the polling party ie., 1-APO, 4-OPO, Micro observer. • Meet your polling team. • Collecting the polling materials. gurudeva.weebly.com

CHECKING THE POLLING MATERIALS Most important items are: • Electronic Voting Machines (Ballot Unit & Control Unit – each 2nos) • Tendered ballot papers. • Register for voters (17A) • Marked copy and other copy of electoral roll • ASD(Absent/Shifted/Dead), PB(Postal Ballot) and CSV (Classified Service Voters) List • Accounts of votes recorded (17C) • PO’s dairy • Seals and Tags • Green paper seals • Strip seals • Special tags • Address tags Contd.. gurudeva.weebly.com

CHECKING THE POLLING MATERIALS Most important items are: • Paper seal accounts - Form • Distinguishable Mark Rubber Stamp • Arrow Cross Mark Rubber Stamp • Metal Seal • Sealing wax • Indelible ink • Specimen signatures of candidates • Statutory forms • Non-Statutory forms • Other required material as per check list given by RO gurudeva.weebly.com

  7. BEFORE THE POLL • Check the EVM’s are working or not. Checking photo electoral rolls and marked copies are similar. • Proceed to the polling station along with polling party. gurudeva.weebly.com

BEFORE THE POLL Arrival at polling station • Setting up of polling stations for simultaneous elections (Page no. 194(English) & 171(Telugu)) • Assigning of duties: • First Polling Officer – Identifying the voter, in-charge of the marked copy of electoral roll (LokSabha). Mark the voter serial number. Men- Women- • Second Polling Officer- In-charge for indelible ink (right hand index finger) and In-charge for Register of voters (17A). gurudeva.weebly.com

  9. ASSIGNING OF DUTIES • Third Polling Officer – Issue of voter slips for LokSabha and Assembly. In-charge for other marked copy of elector (Assembly). • Fourth Polling Officer – In-charge of the Control Unit for LokSabha. Collects LokSabha voter slips. • Fifth Polling Officer – In-charge of the Control Unit for Assembly. Collects Assembly voter slips. gurudeva.weebly.com

BEFORE THE POLL • Identifying and appointment of Polling Agents (PAS), ask them to report by 6am on the day of poll. • Preliminary preparations of Statutory and Non-Statutory Forms. • Call the Booth Level Officer (BLO), locate his place beyond 100mts to the polling station. • No banners and leader photos inside the polling station. • No promotions in and around the polling station. gurudeva.weebly.com

ON THE POLLING DAY, BEFORE COMMENCING THE POLL • Conduct Mock poll at 6:00 AM before the polling agents with LokSabha - Control Unit & Ballot Unit and Assembly - Control Unit & Ballot Unit separately. • Poll at most – 50 votes and at least one against each candidate including NOTA (None of the Above – button) • Finish both Mock polls by 6:30AM. • Apply CRC ( Close Result Clear ) • Prepare Mock poll certificates. • Sealing the Control Units with Green paper seals & strip seals. • Prepare declarations before commencement of the poll (part-I) of (Annexure – VII) • Start the polling by 7:00AM. gurudeva.weebly.com

  12. DURING THE POLL • Challenge votes – Agent challenge the voter pay Rs.5, If Agent wins – return the amount - surrender the voter to the SHO. If Agent loses - amount forfeited, allow the voter to vote in EVM (as normal voter) • Tendered votes- Voter demands vote Allow voter to vote in Tendered ballot paper. Prepare List of tendered votes – Form 17B. • Blind and inform voters / Declaration by the companion (Annexure-XII) • Declaration by elector about age (Annexure – X and XI) • Refused to vote – Note in Remarks column in Register of votes (17A). • Proxy Voters: Identify the proxy voters in Classified Service Voters (CSV) list provided to us. gurudeva.weebly.com

Whom to allow inside the Polling Station • Voters • Lady voters with babies • Polling officers • Polling Agents (only one per each contesting candidate) • Micro Observer • Contesting Candidates • Officers with election duty passes. • Print and Media staff with duty passes. • Voter(VIPs with Z- category security) – Allow one security person along with the VIP Voter. gurudeva.weebly.com

After completion of the pollAt 6:00PM on 7th May • If the voters are still in queue, issue them slips last to first and note them in PO’s dairy. • To Close the Poll - just press the close button. • Note the total polled votes (total male & total female). • Fill the PO’s dairy, Accounts of votes recorded(17C) and Paper seal accounts. • Prepare declaration at the end of poll (Part – III) of (Annexure – VII) gurudeva.weebly.com

  15. After completion of the pollAt 6:00PM on 7th May • Seal both the voting machines before the Polling Agents. • Prepare declaration after the sealing of the voting machine (Part – IV) of (Annexure – VII) • Issue attested copies of Accounts of Votes recorded (17C) to the Polling Agents. • Prepare statutory covers and non-statutory covers and other packets as per chapter XXXII • Return to the Distribution center and submit all the items as per the check list in the respective counters. gurudeva.weebly.com
