Background Information • The Asia-Pacific GNSS Test Bed is a part of the APEC GIT working program. • USTDA supports a grant of $US675,000 to conduct empirical data collection and an operational test bed. • Strategic Objectives • To evaluate GNSS augmentation capability in the Asia-Pacific region • To collect empirical GNSS data and to analyze Equatorial atmospheric effects on GNSS performance • To allow participating Economies to attain a hand-on working experiences with GNSS equipments • To allow participating Economies to refine and validate GNSS performance over their FIRs • To establish a stage for regional research collaboration for the Asia-Pacific 2

Participating Economies • USTDA Funded: Indonesia, Malaysia, the Philippines, Vietnam and Thailand (Grantee). • Australia and Chinese Taipei have confirmed their participation through self-funding. • Discussion on participation from Hong Kong, China is ongoing. • Additional economies are welcome. 3

Site • Korat (Nakorn Ratchsima) airport (Airport ID:VTUQ) • co-located with TRS and TVS • equipped with ILS, VOR, DME, NDB • reasonably near to aircraft base (Bangkok) with little traffic • flat terrain with no natural obstacle • site of AEROTHAI engineering hub for North Eastern, Thailand Interval and Duration Total of 25-30 flights during 6 months duration Flight test performed during morning, afternoon, and evening

Asia-Pacific GNSS Test Bed • Important Accomplishments • July 2004:Grant agreement signed by AEROTHAI and USTDA at the 4th APEC Transportation Ministerial Meeting • October 2004: Kick-off meeting during APEC GIT 6. • October 2004: A sub-working group was formed during APEC GIT 6. • November 2004: Review of RFP by APEC GIT. • December 2004: Distribution of RFP. • February 2005: Funded host economies selected ITT Industries as the preferred contractor during APEC GIT 7. • May 2005: Contract between AEROTHAI and ITT was signed. • June 2005: Implementation meeting in Bangkok • September 2005: Information papers were presented to APEC TPT 26 and 42nd DCGA Asia-Pacific Regions • October 2005: Contract was approved by USTDA along with Grant Amendment and Contract Amendment • November 2005: Implementation meeting in Seoul, Republic of Korea • February-March 2006: Factory Acceptance Test and Factory Training 8

Performance Test Goals • General Goal Assess stand-alone and augmented GPS performance with respect to requirements for civil aviation operations • Accuracy and integrity alert limits • En route through approach-with vertical-guidance operations • System Availability and Continuity of Services • Specific Goals • Assess single frequency GPS performance • Assess single frequency GPS + SBAS performance • Assess multiple frequency GPS performance • Assess multiple frequency GPS + SBAS performance • Observe and record ionospheric characteristics in the APEC test bed region.

  13. Test Cases * PDR = Pseudorange; ADR = Accumulated Delta Range (carrier range + ambiguity) ** Optional Cases - Data processing is multi-step and more cumbersome to resolve ADR ambiguities, but illustrative of what will be possible when GPS signals at three frequencies are available.
