Introduction • Aim of establishing the Northern Province Roads Agency: • Commercialise management of the provincial road network • Lean and mean expert agency • Outsource most construction and maintenance work
Provincial Road Network • Network value: • Paved Roads = R 9 billion • Gravel Roads = R 2 billion • Backlog of maintenance, rehabilitation and upgrading: • Total backlog = R 4,1 billion • (Floods in 2000 caused R 1,5 billion damage) • Floods worsened road network deterioration
Provincial Development Strategies • An improved network is fundamental to the realisation of Provincial Development Strategies: • Phalaborwa Spatial Development Initiative • Golden Horseshoe • Dilokong Corridor • Spatial Development Rationale • R 2,1 bn is required to maintain, rehabilitate and upgrade roads in support of these.
Challenges • The huge backlog in road provision • Supporting development strategies and socio-economic objectives • Historical inefficiency and lack of skills • Financial constraints
Strategic Objectives • Strategic planning, design, construction, operation, rehabilitation and maintenance of the road network • Revenue generation • To develop expertise that would render services to other institutions • To implement an aggressive funding programme
Institutional Arrangements • NPRA is responsible to the MEC for Public Works • Close co-operation with NRA: • Network on matters of mutual concern • Share technology and knowledge • Policy matters • NPRA comprises 3 Business Units: • Engineering Management • Finance • Corporate Services
