Definition, Focus & Intent Strategy Markup Language (StratML) ~ an XML vocabulary and schema for strategic plans Initial Focus ~ the strategic plans that U.S. federal agencies are required to compile and maintain under the Government Performance & Results Act (GPRA) Intent ~ establish an international voluntary consensus standard (AIIM/ANSI/ISO) for potential use by all organizations worldwide
Prospective Purposes • Sharing, referencing, indexing, discovery, linking, reuse, and analyses of the elements of strategic plans • Strategic alignment via literal linkages • Discovery of potential performance partners • Stakeholder feedback • Overcome the tendency of plans to become outdated "shelfware" • Reduce inconsistencies, and delays associated with "stovepipe" systems • Compliance with eGov Act stakeholder linkage requirement
Status & Near-Term Plans • Part 1, StratML Core • March 23 – StratML Committee ballot closed/approved • Issue ballot to AIIM Standards Board & National Standards Council • 2nd Q 2009 – Publish Standard • Part 2, Performance Plans & Reports • Candidate elements identified • Graphic depictions prepared • Schema being drafted
Pilots & Longer-Term Plans • During development, piloting, proof-of-concept phase more than 450 plans rendered in StratML format • Five different authoring tools used thus far • Several value-added service prototypes developed • Part 3 will address optional extensions to Parts 1 & 2, such as: • Relationships among elements across plans • Geospatial references • SWOT & PEST analyses • Critical Success Factors (CSFs) • Programs & Projects
