State CDBG • Federal funds (HUD) passed through the state (DED) • State CDBG is available to nonentitlement cities and counties • Cities with populations under 50,000 • Counties with populations under 200,000 • Larger cities and counties (entitlement designated) receive CDBG directly from HUD
State CDBG eligibility • All projects must meet one of three mandated national objectives: • 51% low to moderate income benefit • Area benefit • Housing • Job creation • Limited clientele • Slum/blight removal • Urgent threat to health and safety
State CDBG • DED Priorities • economic impact (result in increased jobs, increased private investment, economic growth of communities), • public infrastructure and economic development.
CDBG allocation 2013 Allocation - $20,966,693 2014 Allocation - $20,771,388
State CDBG - Categories • Community Facilities • Maximum $250,000 • Competition (due June 13) • Examples: • Senior centers • Community centers • Sheltered Workshops • Fire stations
State CDBG – Categories • Water/Wastewater • Maximum $500,000 • Open cycle, but….. • Water/Wastewater Review Committee: partnership with DNR and USDA • Publicly owned systems only • Use CDBG as a gap financer; maximize local funds and/or DNR/USDA loans • Rate structure is key
State CDBG-Categories • Demolition • $125,000 for residential demolition only • Up to $250,000 if including commercial demo • Competition (due May 15) • Can only address vacant blighted structures • can use local dangerous/unsafe building ordinance to qualify as blighted
State CDBG-Categories • General Infrastructure • Up to $500,000 for infrastructure projects not included in other CDBG application categories • Documented need, impact, sustainability, leverage of other funding sources • Proposal process (due July 15) • Successful proposals will complete full CDBG application
State CDBG - Categories • Economic Development • Loans and infrastructure • Industrial Infrastructure • Action Fund Loan • Interim Financing Loan • National objective met by job creation (51% LMI) • Projects are company-specific
State CDBG – Categories • Revolving loan/microenterprise loan • Establishes local RLF for microenterprises or for redevelopment purposes. • Up to $150,000 • Emergency • Funding for public projects that relieve an urgent threat to health and safety • Up to $500,000
CDBG Disaster funding • CDBG Disaster Supplemental Appropriations • Based on 2008 and 2011 disaster events • Projects must tie to disaster • Restricted to disaster declared areas
