Governance Structure and M&E System of One Program ONE LEADER ONE PROGRAM ONE BUDGET ONE OFFICE Governance Forums M&E and Oversight Function High Level Committee Responsible for high level strategic decision making related to funding and program direction and periodic reviews of One Program Executive Committee M & E Network UN Country Team Reviews and approves financial and progress reports, work plans and budgets at the JP level, recommends course corrections, reviews and final evaluation. Task Forces perform the same function as JPSC but at JPC level. Joint Program Steering Committees JPC Task Forces Members of Thematic Working Groups, Inter Agency Group on Gender Equality, CCI Group share the responsibility of JP M&E supported by the One UN Monitoring & Evaluation Network of the One Program.

M&E Achievements 2009 • Standardized templates for Joint Annual Work Plan, Joint Monitoring Plan, Joint Progress Reporting used by all JPs. • Mapping of UN Agency Reporting conducted. • 70% of the total JPCs developed Joint Progress Reports • 100% JPs developed a Joint Annual Work Plan (JAWP) • JAWP for Operation Management Team developed with indicators and baselines. • Joint Monitoring Plans for the JPCs are being produced (initiated in 2010). • Delivering as One-MIS created for tracking financial information of one budgetary framework and UN’s support in Humanitarian, Development and stand alone activities.
