1st Basket of Helsinki Final Act • Politico-military aspects of security: principles guiding relations between participating States and military confidence-building measures (CSBM) CSBMs to “contribute to reducing the dangers of armed conflict and of misunderstanding or miscalculation of military activities which could give rise to apprehension, particularly in a situation where States lack clear and timely information”
1st Dimension in OSCE structure • Conflict Prevention Centre (CPC) established, Paris Summit 1990 • Forum for Security Co-operation (FSC) created, Helsinki Summit 1992 • CSCE Secretariat with the CPC established, Rome Ministerial Council 1993 • FSC Support Unit within the CPC in 1995/Section since 2007
