Brazil Ad Hoc CommitteeActivities • Supported the development of and provided input into an environmental scan of Brazil • Coordinated an extended visit with key constituencies for IEEE Corporate Staff and Tania Quiel (R9 Director) • Established a list of recommendations for how IEEE can move forward to increase its visibility, engagement and impact in Brazil • Develop a business case for IEEE investment in Brazil

  4. Brazil Highlights and Gaps to be filled

  5. S, T & Innovation - Brazil: • Invests between 1 and 1.5% of its GDP in R&D. • Is ranked 13% in the world in number of scientific papers published. Its contribution to world science has increased from 1 to 2% in last decade. • Is a global leader in biofuels, agricultural research, deep-sea oil production, remote sensing and tropical medicine. • Emphasis on Innovation is a government stated policy. It has a multibillion dollar program to develop innovation in industries.

  6. Education – Brazil: • Produces 500,000 college graduates every year. 30,000 of those are engineering degrees. • Awards 10,000 Doctoral degrees a year. Government official goal to multiply this number by 10 by 2020. • Has a program of more 100,000 graduate fellowships offered by government. • Engineering has been declared by government a high priority area for the future. Expected number of new engineers will grow faster in the next five years.

Potential market for IEEE products • Current engineering workforce: 900k • Mostly working in public jobs and medium or small business enterprises. • Of this total around 200,000 are electrical engineers and there is also a large number of computer professionals • 85% of engineering workforce has never renewed their skills, either at university or long term training programs.

  8. Summary of 2010 Visit • IEEE has excellent volunteer leaders in Brazil with strong connections to industry, government and academia. Similar to other locations, these leaders are constrained by time available for IEEE volunteer activities • Companies and government agencies visited confirmed that the need for continuing educations resources and other valued services are in demand • Competition:Engineering and technology professionals are affiliating with other organizations/national societies in lieu of IEEE because those organizations are delivering value through programs • IEEE relevance and value is challenged in Brazil • Academia knows IEEE • Few companies are aware of IEEE • Very limited IEEE visibility in government

Example of Competition: CIGRÉ-Brasil • It represents in Brazil the Conseil International des Grands Réseaux Électriques headquartered in Paris. • Created in 1971, not-for-profit organization. • It has approximately 700 individual members and 75 coporate members. • Financial Results in 2009: • Revenue: US$ 1,150,000.00 • Net surplus: US$ 240,000.00 • Assets : US$ 3,900,000.00 (includes an office)

  10. Other competitors but also potential partners • Local standard coordinating organizations. • Local Engineering professional organizations (IE-SP, CE-RJ). The IE for example is already discussing offering continuing education/aggiornamento programs. • Local Scientific Societies, some of them very large and strong, such as the Brazilian Computer Society. • They all offer activities patterned after IEEE products.

Overarching Objectives for Brazil Initiative • Strengthen the IEEE Brand in Brazil • Increase Member Satisfaction • Increase Number of Sections/Chapters • Increase Membership Numbers, including better retention • Enhance Management Structure of IEEE Activities • Increase Professional Skills of Local Engineering Community (including members) • Contribute to country growth

  12. Opportunities for IEEE in Brazil

Proposed Activities • Business Plans were developed for the following activity/product lines: • Continuing Education (live and virtual short courses, webinars), primarily focusing in industry participants and leveraging the IEEE brand. Local presenters will be used. • Small, Focused Workshops in topics of interest to Brazilian community. (Including possibly schools which have a lot of value for the academic segment)

Other activities will be considered in a second phase. • Certification (training for) initially for programs already being offered by Computer Society. • Partnering with local organizations in aggiornamento of engineers in mid-career. • S&T journals is a largely untapped market. Partnering will local organizations could be key to success (a few examples already exist).

Other activities (Cont.) • Launching of IEEE book series written in Portuguese by Brazilian authors. • Technical books have a huge market in Brazil. • Example: the Computer Science Dept. of one Brazilian major university has a book series, presently with 21 titles, that has sold in excess of 100,000 copies. • Translation of standards and color books.

  16. Immediate Business Plans for Brazil Initiative

Continuing Education Programs • Delivery forms: • Online: • courses in Portuguese developed by Brazilian experts; • translation of courses already in the IEEE eLearning Library; • courses would be hosted in IEEE Learning Management System and be sold through IEEE eLearning Library. • Classroom-based: delivered by well recognized Brazilian experts.

Continuing Education Programs: Potential Topics for Courses • Engineering Capital Projects – Design, Construction, Operation and Maintenance • Electrical Design coordination/supervision; • Explosive atmosphere :Hazardous area classification; Electrical installation in hazardous areas. • Electrical Safety at workplace • Cloud Computing • Smart Grid

Continuing Education Programs: Other Potential Topics • Energy reliability for large scale events • Integration of alternative (sustainable) energy sources into the electric grid • Use of LEDs in Public Lighting Systems • Capability Maturity Model • IT Governance • IT Management • Several of these topics would also be suitable for small workshops (next topic)

  20. Potential ICT related topics for workshops. • Green ICT • IT Security and IT Forensics • Wireless Technologies • Mobile Broadband Technology and Services • Social Networking • IP-based Multimedia Services • IC Design Topics mentioned earlier for continuing education can also be considered for workshops

  21. Small to medium-size Workshops • These will be workshops held in different cities of Brazil in topics of current interest. • Expected attendance : 200 to 300 attendees. • These workshops would also include short courses/tutorials. • Expected net surplus per attendee: US$ 80 to US$ 100.

  22. Specific Goals • Workshops: 1 in 2012; 3 in 2013; 5 in 2014 (with at least 2 Tutorials in each of them) • Continuing Education: 2012: 100 students; 2013: 200 students; 2014: 400 students; 2015: 500 students. • Increase the membership by 50% until 2015: 4000 members. • Local human resource support: 1 in 2012-2013; 2 from 2014 on, based on success of the initiative.

  23. Immediate tasks • Hire a contractor to serve as staff for the Brazil Initiative. Job description has been developed and search is going on. • Organize a Workshop on Smart Grid, possibly outside of Rio and S.Paulo (Salvador? Porto Alegre?) aimed at industry and focusing on the Brazilian status and issues regarding the development and deployment of Smart Grid.
