  1. EU AND NATIONAL POLICIES AND PROGRAMMES OFFSHORE start in 2009 – current legal conditions and political support in Germany Georg Schroth Policy Advisor German Wind Energy Association (BWE) Stockholm, 16 September 2009

  3. Offshore Projects in Germany – North Sea August 2009: more than 20 approved projects in the North Sea (plus 4 cable connections) First German Offshore test site “alpha ventus” 12 Windturbines (60 MW) west of Borkum in the North Sea (6 REpower 5M and6 Areva/Multibrid M5000) Press release alpha ventus 12/8/09: Offshore-Wind-Electricity from the North Sea: Alpha Ventus is feeding electricity to the German Grid for the first time.

  4. Offshore Projects in Germany – North Sea Next project: BARD Offshore I (400 MW) under construction since 1st September 2009

  5. Offshore projects in Germany – Baltic Sea September 2009: 5 approved projects in the Baltic Sea First project: installation planned in 2010 BALTIC I (57.5 MW)

  6. Remuneration

  7. EEG 2009: Higher remuneration for new turbines offshore since 1st January 2009, lower rate of degression Offshore § 31 • Initial remuneration (2009): 13 ct/kWh • Sprinter bonus on top of initial remuneration: 2 ct/kWh if commissioned before 31st Dec. 2015 • Basic remuneration (2009): 3.50 ct/kWh • Degression: 5% p.a. from 2015

  8. Cableconnection

  9. Since 2007 cable connection provided and financed by grid operators, but long planning times (only two lines completed to date). • Grid expansion into German centres of electricity consumption and better connection to the European grid system in the future. • Since August 2009: new law for the accelerated installation of connections (Energieleitungsausbaugesetz) - underground cables are eligible for a simplified ( = faster!) permitting process, cost of underground direct connection of the offshore windfarm can be allocated at the national level.

  10. Today‘s targets and future implementation

  11. Perspectives of wind energy in Germany by 2020 and targets of the European Renewables Directive • Europe: By 2020 the proportion of renewable energies of final energy consumption in the EU has to be increased to 20 %  tripling share of renewable energies in Europe • Germany: Wind energy will be in high demand  By 2020 modern wind turbines with an installed capacity of 55,000 MW and an annual production of 150 bn. kWh in Germany = 25% of electricity consumption • In 11 years time one in four kWh of electricity will be produced by wind energy

  12. 2020 Electricity mix – Renewables secure 47% of supply in Germany

  13. 2020: wind power will cover 25 % of gross electricity consumption

  14. Offshore Wind – new targets and projections • Current targets offshore wind Germany • 100 MW planned in 2009 • 1,500 MW by 2012 • 3,000 MW by 2015 • 10,000 MW by 2020 • 20,000 – 25,000 MW by 2030 (German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety)

  15. Research in North and Baltic Sea (FINO 1-3) • Electricity from offshore wind turbines will contribute an important part to future energy supply. To get better information on offshore conditions and to enhance research on marine fauna and flora, the research project FINO was started. • On three research platforms in the North and Baltic Sea extensive research is carried out. Important findings expected, needed for technical and environmental evaluation of offshore technology.
