EMS Instructor OrientationOhio Revised and Administrative Code • OAC 4765-7-12 Distance Education Requirements for Accredited Training Programs • Requires the accredited institution make a written request of the Board to provide EMS initial training through distance education formats • Specifies the requirements necessary to receive Board approval to provide EMS training through online or distance learning delivery systems • Requires an accredited institution to develop and maintain technology infrastructure, security measures and risk management plan

EMS Instructor OrientationEMS Certificates to Teach EMS Instructor • Passes instructor knowledge & practical exam to level of certification & completes 70 hr instructor course • Certified/licensed to practice as FR, EMT, RN or Physician Asst.; • Certified/licensed to practice as FR, EMT, RN or Physician Asst. 5 of last 7 years • May teach any EMS subject area to the level of his/her certificate to practice • Provides at least 24 hrs of EMS instruction & completes 6 hrs of instructional CE or passes the instructional methods exam in preceding 3 yrs

EMS Instructor OrientationEMS Certificates to Teach Assistant EMS Instructor • Passes instructor knowledge exam & practical exam to level of certification • Completes 8 hr EMS module & 10 hrs supervised teaching • Certified/licensed to practice as FR, EMT, RN or Physician Asst. • Certified/licensed to practice as FR, EMT, RN or Physician Asst. 5 of last 7 years • May teach any EMS subject area to the level of his/her certificate to practice • Provides at least 16 hrs of EMS instruction & completes 6 hrs of instructional CE or passes the instructional methods exam in preceding 3 yrs

EMS Instructor OrientationEMS Certificates to Teach EMS Continuing Education Instructor • Certified/licensed to practice 5 of past 7 yrs as FR, EMT, RN or Physician Asst. • Submits qualifications for certificate to teach to program director for signature • May teach continuing education courses in any EMS subject area to the level of his/her certificate to practice • Provides at least 6 hrs of EMS instruction & completes 2 hrs of instructional CE or passes the instructional methods exam in preceding 3 yrs

  32. EMS Instructor OrientationEMS Certificates to Teach EMS Instructor Trainer • Accredited institution must ensure instructor trainer meets criteria • Held a certificate to teach as EMS or Fire Instructor at least 3 years • Completed instructor orientation found at www.ems.ohio.gov

EMS Instructor OrientationEMS Certificates to Teach Physician as Instructor • Active Medical Director recommended by an EMS agency, program coordinator at an approved or accredited program or local RPAB • Submit application to EMS Certification • Renewal every three years, but is not subject to CE requirements

  34. EMS Instructor OrientationEMS Certificates to Teach • A guest lecturer must have an EMS Instructor, Asst. EMS Instructor, EMS Continuing Education Instructor present and monitoring the lecture. • A guest lecturer may assist with lab and practical skills.

EMS Instructor OrientationOhio Revised and Administrative Code § 4765.16.Course Development, Teaching & Standards • Except as specified by the Board, all courses shall be taught by a person who holds the appropriate certificate to teach • A training program shall meet the standards established in rule. • The program shall include courses in specific topic areas for at least the number of hours established by the Board.

EMS Instructor OrientationEMSI Roles & Responsibilities Instructor should: • Ensure students demonstrate satisfactory completion of didactic, laboratory, practical & clinical competencies prior to receiving a certificate of completion. • Document regular evaluations of student performance and achievement through written and practical testing prior to issuance of certificate of completion.

EMS Instructor OrientationEMSI Roles & Responsibilities • EMS Instructor should: • Provide a safe and sanitary classroom & equipment • Follow the Ohio approved curriculum • Create an environment conducive to the learning • Provide written information regarding schedules, curriculum objectives & criteria for successful completion to students • Ensure that students’ are under direct supervision & in the immediate presence of an EMT, RN or physician when performing clinical skills

EMS Instructor OrientationEMSI Roles & Responsibilities • Instructor should: • Conduct in-course and final practical examinations based on the Ohio approved curriculum • Ohio First Responder, EMT-B and EMT-I approved curriculums include additional practical and clinical requirements than those found in textbooks • Do not rely solely on publisher textbooks

EMS Instructor OrientationEMSI Roles & Responsibilities • CE Instructor should: • Create an environment conducive to the learning • Follow course objectives approved by the program director and medical director • Ensure students demonstrate satisfactory completion of objectives prior to receiving a certificate of completion • Document CE course evaluation by participants through evaluation summary • Document evaluation of student performance was achievement through written and practical testing if applicable

EMS Instructor OrientationOhio Revised and Administrative CodeOAC 4765-19-01 CE Requirements for FR & EMTs • Each EMS CE course shall be provided in one of the following formats: • Traditional classroom environment or a seminar setting • Online education • As defined in OAC 4765-1-01 • Shall include a testing process • Distance learning • As defined in OAC 4765-1-01 • Shall include a testing process

EMS Instructor OrientationOhio Revised and Administrative Code • Additional formats accepted by the Board: • Journals, publications or electronic media • Shall include a testing process • Skills practicum • Shall include a skills evaluation Independent study my only be conducted through an Ohio EMS accredited institution or approved Ohio CE training site

EMS Instructor OrientationOhio Revised and Administrative Code OAC 4765-19-01 CE Requirements for FR & EMTs • An EMS continuing education course shall be provided and approved by one of the following entities: • An EMS accredited institution or EMS approved institution • An EMS licensing agency in another state • A branch of the United States military • A medical or nursing board of this state or another state • CECBEMS-approved courses • Federal, national or state entities

EMS Instructor OrientationOhio Revised and Administrative Code OAC 4765-19-01 CE Requirements for FR & EMTs • Portions of an initial certification or licensing course may be counted towards CE credit when: • It meets the requirements of CE rule; and • The sponsoring entity issues written documentation PLEASE SEE RULE FOR COMPLETE LANGUAGE

EMS Instructor OrientationOhio Revised and Administrative Code OAC 4765-19-01 CE Requirements for FR & EMTs • CE hrs may be earned when teaching: • Must have prior approval from the program director • CE hrs may only be earned for the portion of the course presented • Presentation for CE hrs may count only once during a 12-month period • No CE hrs may be earned for time spent in the development of a course PLEASE SEE RULE FOR COMPLETE LANGUAGE

EMS Instructor OrientationOhio Revised and Administrative Code4765-12-03 First Responder • Minimum 15 CE hrs within 3-year certification cycle • Must include at least 1 hour in the following topics: Patient Assessment; CPR; Airway & Oxygen Administration; AED; Illness & Injury Management; Trauma Issues; Anaphylaxis & Patient Assisted Epinephrine Administration OR • First Responder Refresher Course OR • Current registration with NREMT at the First Responder or equivalent level OR • Passing score within three attempts on an exam approved by the board. This exam may only be taken during the last six months of a First Responder's current certification period

  48. EMS Instructor OrientationOhio Revised and Administrative Code4765-15-03 EMT-Basic • Minimum 40 CE hrs within 3-year certification cycle • Must include at least 6 hrs pediatric, 2 hrs geriatric and 8 hrs of trauma issues including triage and transportation protocols approved by the board OR • Completion of a 30-hr EMT-B refresher course OR • Current registration with the NREMT at the EMT-B or equivalent level and completion of trauma triage and transportation protocols approved by the board OR • Passing score within three attempts on an exam approved by the board. This exam may only be taken during the last six months of an EMT-Basic's current certification period

  49. EMS Instructor OrientationOhio Revised and Administrative Code4765-16-03 EMT-Intermediate • Minimum 60 CE hrs within 3-year certification cycle • Must include at least8 hrs pediatric, 4 hrs geriatric and 8 hrs of trauma issues to include triage and transportation protocols approved by the board OR • EMT-I refresher program which satisfies 40 hrs of CE plus 20 hrs of additional CE OR • Current registration with the NREMT at the EMT-I or equivalent level and completion of trauma triage and transportation protocols approved by the board OR • Passing score within three attempts on an exam approved by the board. This exam may only be taken during the last six months of an EMT-Intermediate's current certification period

  50. EMS Instructor OrientationOhio Revised and Administrative Code4765-17-02 EMT-Paramedic • Minimum 86 CE hrs within 3-year certification cycle • Must include at least12 hrs pediatrics, 4 hrs geriatric, 6 hrs of emergency cardiac care (may be satisfied by completion of AHA or ASHI ACLS course) and 8 hrs of trauma issues to include triage and transportation protocols approved by the boardOR • Completion of an EMT-P refresher course which will satisfy 48 hrs of the required CE plus 38 hrs of additional CE OR • Current registration with the NREMT at the EMT-P or equivalent level and completion of trauma triage and transportation protocols approved by the board OR • Passing score within three attempts on an exam approved by the board. This exam may only be taken during the last six months of an EMT-Paramedic's current certification period
