Tracking Quality Outcomes Mid Term Achievement ( All Subjects) • Improvement in learning achievement in all the subjects in class V. • Goa, HP, Gujarat, J& K, UP, Karnataka, Kerala, improved by more than 5% points • Arunachal pradesh, Andaman & Nicobar Islands, Tamil Nadu, Manipur decreased by more than 5% points

  20. Special Focus Districts Contd/… SFD – B Address the requirements of children from socially disadvantaged groups in SC/ST/minority, OBC categories, across all SSA interventions. Maximize all activities for promotion of education to SC/ST/Minority children and girls. Improve the planning, implementation and monitoring and delivery mechanism. SFD - C 127 districts Districts more than 40,000 OoSC Districts with gender gap > 10% point at primary and >20% at upper primary Address the programme indicators showing deficit development.

Priority Areas for AWP & B 2008-09 • Saturating the requirement of upper primary schools in all States. • Upgradation of all eligible EGS to Primary school in all States. • Enhancement of competencies • reading, writing, comprehension and basic mathematics in Grade-I to III. • science and mathematics in upper primary. • Reducing gender & social category disparity in enrolment in each District. ( Monitoring on equity issues) • Universal Enrolment and reduction in the number of out of school children. • CWSN: Efforts towards inclusion • Integration with mainstream education structure.

Priority Areas for AWP & B 2008-09 Cntd/… • Ensuring quality in the classroom process. • Capacity Building of teachers. • Completing Teacher recruitment. • Zero Single Teacher Schools • Rationalization of teachers deployment. • Ensuring teachers presence and regular system of recording teacher & students attendance. • Reviewing system of Teachers accountability. • Regular and reliable pupil assessment. • Remedial Teaching (Focus on repeaters and overage children) • Independent testing and evaluation

Priority Areas for AWP & B 2008-09 Cntd/… • NPEGEL – Projectisation at Block level to be done. • Completion of all spill over civil works by July 08. • State level plan to include capacity building for accounts staff, MIS personnel civil works staff. • State specific independent research on important aspects of SSA.

New SSA Norms • Subject specific teaching of Mathematics and Science at upper primary level • Of the three teacher sanctioned under SSA for every new upper primary school, one each will need to be a teacher with Mathematics and Science specific educational background • Learning Enhancement programme (LEP): • District/State specific Learning Enhancement Programme • Priority to enhance learning levels in language, mathematics and science • Upto 2% of district outlay • Detailed plan with clear base line and timelines

New SSA Norms Contd/… 3.Enhanced Costs • Free Text books at upper primary @ Rs 250 per child • TLE for new PS @ 20,000 per PS • School grants to PS @ Rs 5,000 per year and to UPS @ Rs 7,000 per year • Teacher training • In-service - 10 days at block level & above @ Rs 100 & 10 days at cluster level @ Rs 50 per teacher per day • Induction training & training of untrained teacher @ Rs 100 per day (State EC to decide on costing norms) • REMS • Rs 1,300 per school per year(State EC to decide on costing norms) • Involvement of SCERTs, DIETs and SIEMATs must • Each state to set up a research approval committee at the state level

New SSA Norms Contd/… • Innovations • Rs 1 crore per districts • Apart from CAL upto 4 projects in a districts, each with a cap of Rs 15 lakh • In project mode with clearly defined deliverable outcomes • Upto Rs 50 lakh for Computer Aided Learning (CAL) • Maximise coverage in UPS • Special emphasis on Science and Mathematics • 2 new categories can be covered under innovation • Educationally disadvantaged minorities to target the enchanced enrolment retention and completion of elementary education • Urban deprived children focusing on street children, migrant children, rag pickers

New SSA Norms Contd/… • Construction of hostel in an existing UPS • In remote, hilly, desert,tribal blocks with population density < 20 person/km2. • Furniture to Government Upper Primary Schools • @ Rs.500 per child as a one time grant • Only to the districts with no infrastructure gap • Enhanced costs • Maintenance grant • Rs 5,000 upto 3 classroom and Rs 10,000 > 3 classrooms • Ceiling of Rs 7,500 per school in the district • BRC building @ Rs 8 lakh • CRC @ cost of additional classrooms • RBC @ Rs 10,000 per child per annum
