Background • Growing use of GIS within County agencies. • Most of Gwinnett’s 15 cities are now using County GIS data or website. • Mutual benefits from conversations and collaboration. • Several other jurisdictions have multi-agency consortiums. • Other cities/counties in the region also meet regularly to discuss mutual interests.

4. Statement of Purpose • Gwinnett GIS Community Partnership isa group of GIS and/or mapping professionals from the county, each of the incorporated cities within the county and other agencies within the county who use GIS, such as the Gwinnett Chamber of Commerce.  The purpose of the group is to create a forum for all to share ideas and experiences and to foster opportunities for collaboration. • With this partnership we can: • leverage our investments, • learn from each other, and • build on our successes.  • The vision is for all participating organizations to take an active role in hosting activities, developing topics of discussion, etc. Even if an organization does not have an active GIS system, they are encouraged to attend for future reference and contacts throughout the community.

Benefits (from City of Duluth’s perspective) • Allows smaller municipalities access/use of high-quality Gwinnett GIS data for minimal cost. • Smaller municipalities also benefit from the expertise of Gwinnett GIS staff. • Application examples: • Community Development: current zoning layer, creation of two FLU and three ELU maps since 2003; • Remote Sensing: use of annual aerial photo updates to illustrate temporal change, 2000 vs. 2005 vs. 2009; • Asset Management: stormwater infrastructure; sidewalk inventory, assessment of road conditions; • Public Safety: crime mapping/analysis; traffic management (event planning); • Economic Development: Tax Allocation District delineation; site selection; useful tool for grant applications; • Majority of GIS layers used by Duluth originate at Gwinnett County (29 of 54 most-oft used layers). • Allows larger municipalities to assist smaller ones that lack GIS experience or software (e.g. Duluth has assisted City of Berkeley Lake with its GIS needs, after first receiving Gwinnett County’s approval to transfer data).

11. Future Considerations • Potential SDE connections to Gwinnett County servers by municipalities with experienced GIS users qualified to make edits (i.e. better data exchange). • e.g. Trusted users at cities would be able to edit parcel or zoning layers. • Potential to acquire ESRI software directly from Gwinnett County under an Enterprise License Agreement. • Will the cost increase for Gwinnett County to sub-license to cities? • How much should cities be charged? Based on population? Geographic area? • Advocacy – continue to get more County agencies and cities involved; invite ARC and neighboring jurisdictions to future partnership meetings.
