    4. DEVELOPMENT PROCESS Detailed process of development covering a 14 month period Two rounds of consultations in each of the 32 districts in five states Results based management approach Development of state and district plans of operation

    5. FOCUS ON HIV/AIDS District projects focus on RH service access and quality Seven outputs of which four are related to HIV/AIDS Address supply and demand issues LFA defining outputs, Strategic Interventions and key activities

    6. OUTPUTS AND STRATEGIC INTERVENTIONS Output 3 : Reducing the incidence of high risk sexual behavior in 15-49 years age group SI 3.1:Making – CBD volunteers knowledgeable on use of condoms for dual protection OVI: % of villages covered by active volunteers SI 3.2 :Making RTI/ STI case management services accessible in – institutions OVI: % of institutions providing these services SI 3.3 :Establishing access to _ VCT centers OVI: % of ANC and FP clients offered pretest counseling and % of clients undergoing HIV tests

    7. Output 5: Enabling men and women to demand quality RH services in a rights based gender perspective SI5.1: Existing women's groups mobilized around RH and gender issues SI5.2: Men, community leaders and other department functionaries mobilized around RH and gender issues SI5.3: Health care providers enabled to provide gender sensitive services SI5.4: Women's groups and community interface with institutions

    8. Output 6 Institutional and community mechanisms enabled to address GBV

    9. Output 7: Improved knowledge on RSH and life skills of adolescent boys and girls both in school and out of school SI7.1: Adults sensitised to the needs and concerns of adolescents for creating supportive environment for ARSH in a rights based gender perspective SI7.2: Teachers and peer educators enabled to provide ARSH information to adolescent boys and girls both in school and out of school SI7.3: Provision of Youth/ adolescent friendly services

    10. ASSESSING PROCESS Updated Annual work plan (Status of sub activities and tasks) Monthly Progress reports (Status on OVIs measurable monthly) Supervisory Field Visits (data on qualitative aspects)

    11. Quarterly Progress Reports to provide information on: *Are we on schedule *What have we achieved (Qualitative and Quantitative) *What corrective improvements are needed *Independent view on progress (Assessments and evaluations) *What next

    12. POLICY Support for initiating policy dialogue Disseminating policies & supporting developing implementation plans & monitoring achievement policy objectives. Support for studies & CR

    13. ADVOCACY With different stake holders. At various levels
