Graduation Requirements • On March 20, 2015, the State Board of Education (SBE) granted approval of a temporary rule and to begin the Administrative Procedures Act (APA) Process to revise State Board of Education policies related to graduation requirements. • The proposed revisions to the following State Board of Education Policies will add additional options for students to meet all graduation requirements: • State Board Policy 3801 - Policies for Subject Area Testing • State Board Policy 3802 - Policies for Carnegie Unit Credit • State Board Policy 3803 - Assessments Required for Graduation

Graduation Requirements • The proposed revisions to State Board Policies related to graduation requirements were presented to the Accountability Task Force and Superintendent’s Advisory Council on March 17, 2015, for feedback. • The proposed revisions were approved by the Commission on School Accreditation on March 18, 2015. • The SBE granted approval to begin the Administrative Procedures Act (APA) process for the proposed revisions to State Board Policies 3801, 3802, and 3803 on March 20, 2015. • The public comment period extended March 20, 2015, through April 14, 2015.

State Board Policy 3801 Beginning with the 2014 - 2015 school year, students shall not be required to pass any end-of-course Subject Area Test in a course for which the student earns or receives credit in a Mississippi public school as a requirement for graduation. Student performance on the end-of-course Subject Area Test shall be considered, along with the overall course grade based on the SBE approved Concordance Table as referenced in State Board Policy 3803 and provided to school districts by the Mississippi Department of Education.

State Board Policy 3802 State Board Policy 3802 - Policies for Carnegie Unit Credit • Removes redundancy from items and revises terminology • States that all students enrolled in one (1) of the four (4) end-of-course Subject Area Test courses must pass the course and participate in the applicable end-of-course Subject Area Test in order to earn the Carnegie Unit.

State Board Policy 3803 Removes passing an end­-of-course Subject Area Test as a requirement for graduation and incorporates the score on the applicable assessment into the final grade in the course. • All students enrolled in one (1) of the four (4) end-of-course Subject Area Test courses must participate in the applicable Subject Area Test in order to earn the Carnegie Unit.

State Board Policy 3803 … continued • Beginning with school year 2014 - 2015, students shall graduate by passing the course and meeting one (1) of the following options: • Passing the applicable end-of-course Subject Area Test; or • Using one of the options outlined in State Board Policy 3804; or

State Board Policy 3803 … continued • Using the end-of-course Subject Area Test score with the overall course grade based on the SBE approved Concordance Table for each of the four (4) end-of-course Subject Area Tests as provided to school districts by the Mississippi Department of Education. Note: Students must be enrolled in school in order to utilize this option.

State Board Policy 3803 … continued • Beginning with school year 2015 - 2016, in addition to number 2, as previously discussed, all students enrolled may achieve a combined minimum score from the end-of-course Subject Area Tests to meet the requirement for graduation in lieu of passing the applicable end-of-course Subject Area Test.

State Board Policy 3803 … continued • Beginning with school year 2016 - 2017, all students enrolled in an end­-of-course Subject Area Test course for the first time must participate in the assessment in order to earn the Carnegie Unit. The assessment score will constitute 25% of the student's final grade in the course.

  15. State Board Policy 3803 … continued • Any Mississippi public school student who fails to pass a required end­-of-course Subject Area Test, prior to school year 2016 - 2017, will be offered opportunities to retake the test.

  16. State Board Policy 3804 State Board Policy 3804 provides approved options for students to meet high school end-of-course Subject Area Test requirements for graduation through approved alternate measures. Note: State Board Policy 3804 applies to past, current, and future Mississippi students.

State Board Policy 3804 … continued • The SBE granted approval to begin the APA process for the proposed revision of State Board of Education Policy 3804 on February 20, 2015. • The public comment period extended March 9, 2015, through April 7, 2015. • The revision allows a student to meet the graduation requirements once he or she has failed to pass any required end-of-course Subject Area Test one (1) time.

Overview of Development of Concordance Tables • State Board Policy 3803: Option 2(c) • Using a high school student’s prior statewide assessment score and course grade, a graduation indicator was developed to determine the graduation status of the student. • Concordance Tables were developed for the MDE based upon the Mississippi Subject Area Testing Program, Version 2 (SAPT2).

Overview of Development of Concordance Tables, continued • Research in Action (RIA) developed the methodology and business rules for the Concordance Tables. • RIA presented the business rules to the Technical Advisory Committee (TAC) on April 9, 2015, for expert review and feedback. • Based on the feedback of the TAC, the Concordance Tables were finalized for each of the four (4) end-of-course Subject Area Tests.

  21. Concordance Tables: Usage Guidelines Step 1. Identify the appropriate State Board-approved Concordance Table for the course (i.e., Algebra I, Biology I, English II, or U.S. History). Step 2. Identify the student’s final passing course grade for the class (i.e., A, B, C, or D). Step 3. Identify the student’s highest scale score on the corresponding SATP2 assessment. Step 4. Using the appropriate Concordance Table, identify if the combination of course grade and test score meet on a “Pass” or “Fail” cell. Note for all Concordance Tables: • Pass indicates the student meets the graduation requirements for Option 2(c). • Fail indicates the student does notmeet the graduation requirements for Option 2(c).

  22. Concordance Tables: Usage Guidelines, Example Example: Student A earned a 77 final course grade in U.S. History and has taken the SATP2 test in U.S. History three (3) times, earning the following scale scores: 632 in May 2014; 640 in September 2014; 638 in January 2015.

  23. Concordance Tables: Usage Guidelines, Example Step 1. Use the U.S. History Concordance Table as approved by the State Board. Step 2. Student A’s final passing course grade for the class is a 77, which is a C based on district policy. Step 3. Student A’s highest scale score U.S. History SATP2 scores is 640. Step 4. Following the column for a 640 scale and the row for a C course grade, the combination meets on a “Pass” cell. Student A MEETSgraduation requirements.

Weather Days Policy • MS Code §37-13-63(1) and Process Standard 13, Mississippi Public School Accountability Standards, 2014: all public schools in the state shall be kept in session for at least one hundred eighty (180) days in each scholastic year. • Two (2) statutory provisions address exemptions of the requirements of MS Code §37-13-63(1): MS Code §37-13-63(2) and MS Code §37-13-64. • As these two provisions conflict with each other, MDE requested and received an expedited opinion from the Attorney General's Office to provide clarity. (3-18-15)

Weather Days Policy MS Code. § 37-13-64 (excerpts) • Beginning with the 2010-2011 school term, any school district required to close the operation of its schools by decision of the superintendent, under the authority provided by the local school board, due to extreme weather conditions… shall be exempt from the requirement that schools be kept in session a minimum of one hundred eighty (180) days… • In the event weather conditions are cause for the closure of operations of schools in any local school district in any instance in which a state of emergency has not been declared pursuant to Section 37-151-7(3)(c), the State Board of Education may consider, on a case-by-case basis, requests submitted by local school districts to alter the school calendar consistent with the provision of that section.

  30. Weather Days Policy MS Code § 37-13-63(2) (excerpt) • If the school board of any school district shall determine that it is not economically feasible or practicable to operate any school within the district for the full one hundred eighty (180) days required for a scholastic year as contemplated due to an enemy attack, a man-made, technological or natural disaster or extreme weather emergency in which the Governor has declared a disaster or state of emergency under the laws of this state or the President of the United States has declared an emergency or major disaster to exist in this state, the school board may notify the State Department of Education of the disaster or weather emergency and submit a plan for altering the school term.If the State Board of Education finds the disaster or extreme weather emergency to be the cause of the school not operating for the contemplated school term and that such school was in a school district covered by the Governor's or President's disaster or state of emergency declaration, it may permit that school board to operate the schools in its district for less than one hundred eighty (180) days…

  31. Weather Days Policy For school district exemptions that comply with the provisions of MS Code §37-13-64, the SBE established the following guidelines: • In accordance with SBE Policy 401, Mississippi Public School Accountability Standards, 2014, Accreditation Policy 2.1, and Process Standard 13, all school districts asserting exemption under MS Code §37-13-64, provide true and accurate, supporting documentation to the Office of Accreditation that the local school board has empowered the Superintendent with the authority to close a school or school(s) within the district due to extreme weather conditions. • Each district asserting exemption under MS Code §37-13-64, must submit supporting documentation to verify compliance, which includes, but is not limited to, approved board policy, copies of board minutes, superintendent's job description, and personnel or student handbook

  32. Weather Days Policy Waiver requests for days missed in accordance with MS Code §37-13-63(2): • The SBE approved school district requests to operate less than one hundred eighty (180) days and the alteration of its school calendar due to the closures from extreme weather conditions in accordance with MS Code §37-13-63(2). Based on the authority of the State Board of Education provided in MS Code §37-13-63(2), the Board approved the following guidelines for the alteration of a school calendar.

  33. Weather Days Policy Waiver requests for days missed in accordance with MS Code §37-13-63(2): (continued) • Districts receiving approval of waiver requests in accordance with MS Code §37-13-63(2) must meet the following conditions: • Districts closing schools four (4) days or less will be required to make up each school day missed. • Districts closing schools for more than four ( 4) days will be required to make up all days missed. After the first four ( 4) days are made up, the district has the option of making up the remaining days as a-day-for-a-day or by adding a minimum of sixty (60) minutes of instructional time to each existing school day.

Weather Days Policy Waiver requests for days missed in accordance with MS Code §37-13-63(2): (continued) • Each district missing days due to weather conditions must submit a plan for making up days that includes the following: • a brief cover letter indicating the total number of days missed, early dismissals, and delayed starts due to inclement weather, • a copy of the original academic calendar indicating the actual dates that were missed by all schools in the district, or specific dates for individual schools, • a copy of the revised academic calendar indicating the actual makeup days, and • a copy of the school board minutes documenting the approval of the make-up days and revised academic calendar.

  35. Weather Days Policy • All scheduled make-up days must meet the minimum instructional requirements of Process Standard 13, as published in the Mississippi Public School Accountability Standards, 2014. • All documentary evidence necessary to support an exemption in accordance with MS Code §37-13-64 or plans to make up days missed in accordance with MS Code §37-13-63(2) must be submitted in writing to the Office of Accreditation and on file in the school district. • All submissions are subject to SBE approval.

  36. Weather Days Policy • April 6, 2015: Joint Advisory Memo regarding leave from MDE and Mississippi School Board Association (MSBA) included an Attorney General Opinion dated April 3, 2015 [email from Dr. Wright to superintendents] • Addresses the question: Can the school board, pursuant to its existing policy granting personal leave to its employees, increase the number of personal leave days to compensate the employees for the days they were not able to work due to weather conditions? • Answer: School board must have a policy in place to compensate employees for days missed due to inclement weather prior to the weather related absence.

  37. Accreditation Policies 3.1.3 and 3.1.4 • Policy 3.1.3 was revised to provide clarification that requests for an internal review of preliminary results will not be considered after the deadline for submission. • Proposed Policy 3.1.4 was established to allow districts an opportunity to request a review or appeal of the final accountability results following the approval by the State Board of Education. This proposed policy also addresses the process districts must follow to file an appeal of the final accountability results.

  38. APA – Process Standard 20 Process Standard 20 is being revised to emphasize the following requirements of the Instructional Management System: • Requires approval of the local school board; • Includes the competencies and objectives required in the curriculum frameworks approved by the State Board of Education; • The frameworks are available to all teachers; • Includes a tiered instructional model in accordance with State Board Policy 4300, including academic and behavioral interventions; and • Meets requirements of the Literacy-Based Promotion Act.

  39. APA – Process Standard 32 Process Standard 32 is being established to provide statutory and State Board of Education requirements for educating juveniles in youth detention centers. It also provides the financial reimbursement guidelines for the non-sponsoring school districts.

  40. EAASP Audits School Year 2012 - 2013 A total of twenty-four (24) district audits were completed for the 2012 - 2013 school year. Three (3) of the twenty-four (24) were limited district audits focusing on Superintendent and School Board relations or serious complaints received.

  41. EAASP Audits School Year 2013 - 2014 For the 2013 - 2014 school year, twenty-two (22) districts have been audited with one district placed under conservatorship through a State of Emergency declaration.

  42. EAASP Audits School Year 2014 - 2015 For the 2014 - 2015 school year, twenty-eight (28) districts have been audited with one district placed under conservatorship through a State of Emergency declaration.

  43. EAASP Audits School Year 2015 - 2016 • The Office of Accreditation received continued funding for the Educational Accountability Audit Service Providers (EAASP) audits for school year 2015 – 2016. • Technical assistance is available for districts upon request. • To review the current Standards, monitoring forms, and checklist, visit the Accreditation SharePoint site https://districtaccess.mde.k12.ms.us/Accreditation/Documents/Forms/AllItems.aspx in the folder titled: NEW - 2014 ACCOUNTABILITY RESOURCES.

  44. 2015 Accountability Resource Manual The 2015 Accountability Resource Manual will be available in hardcopy and on thumbdrive through the Regional Service Centers in the upcoming weeks. You will be notified once the location in your area has copies available. A PDF document will also be available for download. The document will be in the 2015 Resource Folder in the Accountability section of SharePoint.

Accountability Task Force The purpose of the Accountability Task Force: • review standards for school and district accountability and make the processes more accurate (not lower or easier to attain), • make adjustments required by changes to state or federal expectations (including the recommendations of 2013-14 Accountability Results Audit), • add clarifications noted during the 2013 - 2014 implementation of the model, and • review recommendations of stakeholders for adjustments and consider revisions, as needed.

  47. Accountability Task Force Recommendations: • Implement ED requirements related to banking and SCD scores • Standardize scores by grade, subject and administration year to provide equity in the lowest 25% distribution and to incorporate SCD as required by ED • Re-evaluate grading scales with new assessment administrations, including a static scale for schools without science • Clarify timing of ACT for CCR measure (begins in SY 2015 - 2016) and the scores included

  48. Changes to Business Rules for 2014 - 2015 • The term “low 25%” is replaced with “Lowest Performing” throughout the rules. • New Note in 7.1.1: The Lowest Performing Students subgroup will be determined by identifying the percentage (e.g., 25%) of students, as defined by MS Code § 37-17-6, who are the lowest performing students in a given subject area. • Clarification to Points for schools and districts with grade 12: 9 components totaling 900 possible points • 10th component (ACT) deleted for 2014 - 2015, since ACT first give the 2014 - 2015 juniors, and the CCR component is included with the Senior Snapshot

  49. NEW Business Rules for 2014 - 2015 • 1.6 Cut-points for schools/districts will be reviewed following the implementation of a new assessment. • 2.10 If a student drops out of school and re-enrolls within the same school year, the re-entry date of the student will be included as the next enrollment date for the student. • 6.1 Following the implementation of new assessments, a linking/equating process will be used to establish comparable scales across the new and old assessments and to determine the criteria for meeting growth as defined above. (added to end of existing rule) • 7.1.1 The process: 1. Beginning with the 2014 - 2015 school year, the scores of all students participating in the general education and alternate assessments will be standardized by subject area, grade level, assessment type, and school year.

  50. NEW Business Rules for 2014 - 2015 • 8.4 The methodology used for the calculation of the graduation rates for schools/districts are outlined in the Graduation Rates Technical Manual. • 8.5 The school/district graduation rate applied in the graduation component is lagged one year. • 20.2 Consolidated districts/schools who maintain the same grade configuration and/or student population as existing in the previous school district will receive the eligible scores or statuses of students who previously attended the school in the previous school district. • 22.1.3 Beginning with the 2014 - 2015 school year, the cut-points established for elementary/middle schools that do not have science scores will remain static in succeeding years. The cut-points will be reviewed following the administration of a new assessment.
