  2. It all started in Youngstown in 1982

  3. In the 80’s we could only provide community litter collection campaigns, education, awareness, and limited recycling activity due to funding challenges.

  4. Then H.B. 592! • The District went from revenues under $200,000/yr. to millions almost overnight. • The District’s drop-off recycling program began in 1990 with 35 centers currently. • The District’s curbside recycling program began with a pilot in 1990 with full expansion by 1993. In 1994, historic agreement with Carbon Limestone Landfill provided free bi-weekly collection for over 90,000 homes.

  5. Drop-off sites are popularAll paper/publications but hardbacks, metal cans, glass bottles, cardboard, plastics 1 – 7 and milk cartons.

  18. Litter Law Enforcement2011 Progress • Complaints received: 1,598 • Citations issued: 114 • Court cases closed or pending: 256 • Warnings issued: 175 • Enforce ORC on littering and illegal dumping, unsecured loads, and litter from vehicle.

Scrap Metal FacilitiesMandatory Reporting • 2005 – City Council of Youngstown passed Ordinance that requires all scrap metal processing facilities to report exact tonnages of metals generated in Mahoning County – industrial or residential/commercial. • Result is previously unreported tons are now known. • Enforced by YPD, Litter Law Deputies, and City of Yo. Law Dept.

  20. Business Recycling Program • Began in 2005 and expanded to over 500 local businesses and institutions • Regular collection of paper/publications, cans, bottles, plastics • In Plan Update, focus will be on training - through assessments - for businesses to handle in-house

  23. Community Recycling Coordinators • Operate drop-off sites • Organize special recycling drives and awareness events • Report overflow to the District • Attend two District trainings/meetings per year • Are our Local Recycling Ambassadors for townships, cities, and villages.

YSU – re:CREATE and Recycling!Tremendous Partners! • Started in 1999, YSU re:CREATE is the District’s source for source reduction and reuse initiatives • Drop and Shops – very popular! • Materials Exchange • YSU Recycling ranks in top tier in the national Recycle Mania contest, and started their food composting program in 2006.

Challenge – Less Revenue • District has gone from 3.5 million in disposal fees in 2003 to 2.8 in 2011. • Central Waste Landfill closed in June although may reopen with buyer. • More recycling – less landfilling • 2003 – 342,838 tons of District-generated waste landfilled and 88,445 tons reported as recycled vs. 2009 – 170,249 tons recycled and 254,559 tons landfilled.

  30. Current Challenge – Plan • BOH funding - $400,000.00 • Draft shows decrease to $300,000.00 • Response has been dramatic • PC has challenge of balancing funding for mandated-programming vs. non-mandated • Guidance in HB 592 review
