Billing Virtual DLE Conveyance and IECs • BT Proposals: • Preserve commercial certainty by virtualising legacy DLE interconnect. • Charge DLE rate for calls to former DLE number ranges delivered via circuits migrated from DLE to NGS interconnect. • Continue IEC charges. Customers may decrease capacity and increase capacity, as needed, if a virtual IEC product is launched • Working on a billing solution to avoid need to partition routes using extended distribution – allows CPs consolidation efficiencies. • Update: • Feasibility study completed on virtual DLE conveyance billing and we now have a high degree of confidence we can implement as proposed. • A billing alternative to IEC route partitioning requires agreement on a methodology to ensure sufficient virtual 2mb IECs are ordered to meet the virtual DLE traffic load for that virtual route.
Virtual IEC Billing Solution Principles • Principles: • Minutes should only qualify for DLE rate if there is sufficient capacity on the virtual IEC • If routes are not partitioned then there needs to be a relationship between the volume of calls at DLE rate and the number of IECs paid for to each former DLE number range. • Implementation Options: • Partition Routes • Use Erlang algorithm and an hour by hour measure of call minutes • Use a simple formula based on total minutes per month • SUGGESTIONS ARE INVITED FROM INDUSTRY BY 20 MAY 2005 FOR OPTIONS & CALCULATIONS TO BE USED IN THE VIEC PRODUCT DEFINITION
