DIFFICULTIES AND SOLUTIONS • Funding • Existing initiatives are private – parents bear expenses • Unequal access for socially and economically disadvantaged families • The highest costs comprise educators’ earnings • SOLUTIONS: • Co-financing of the costs: Ministry of Education, Youth, and Sports + municipality
