Water, health and education for women and children of Thar • Location: 6 Villages of Osian block in the Thar Desert • Duration: Two years • Target population: Nearly 1,800 women and children living in the project villages. Need of the proposed project: GRAVIS efforts focusing on water security, healthcare and education have benefited the rural communities to a very good extent over the last 24 years. However, the region is vast and GRAVIS enters new villages every year to expand the coverage of its work. The proposed project will aim on benefiting six new villages, which have not been covered by GRAVIS’ activities in the past. The activities of the project will focus on ensuring water security, better healthcare and education.  

  3. Background • Western Rajasthan geographically falls in the arid region of India. With a population of 23 million people it is notably the most densely populated arid regions of the world. The average annual rainfall of the area is 100-200 mm (4 to 8 inches). The rural population of the area is dependent largely on rain fed agriculture for its livelihood. However, with recurrent failures of rains and subsequent crop failures, drought has become a chronic feature of the area. There is acute shortage of drinking water as a result of which the community also suffers from serious heath threats, poor sanitation, poverty and other complicated socio- economic problems. • Procuring water is considered to be a household task, and it is the women and the girl child who are involved in procuring water. For this purpose they need to walk miles everyday in the hot and harsh climate. According to GRAVIS studies, water-fetching-exertion in the Thar Desert contributes significantly to high prevalence of anemia and Infant and Maternal mortality. It is also this reason which is responsible to a large extent in the deprivation of the girl child from education. • In a recent health analysis conducted by the Independent Commission on Development and Health in India and Voluntary Health Association of India, major Indian states have been surveyed and accordingly the districts of the states are classified under a different Vulnerable Health Index (VHI). Almost all the districts of Rajasthan State and all the 12 districts of the Thar Desert were found “very vulnerable” in the above analysis”.

  4. About GRAVIS • GRAVIS was established in 1983 by a group of social activists inspired by the Gandhian philosophy of social service. It was felt that development and organization of a variety of programs at the village level was necessary in order to offer real solutions to problems faced by the people of the Thar Desert. • GRAVIS now works in over eight hundred villages of Thar desert covering Jodhpur, Jaisalmer and Barmer, Nagaur and Bikaner districts. The organization follows an integrated approach focusing on sustainable developmental programmesforalternative rural reconstruction and also mobilizes emergency relief in times of crisis. The primary approach is aimed at working directly on social rehabilitation and not just monetary assistance thus promoting self-reliance in village communities. • GRAVIS has been focusing in the areas of drought mitigation and improving the living conditions of women and children in the region for a number of years. Over last two decades, it has done commendable work in many villages in developing drought preparedness models. The region is quite large though and GRAVIS needs to expand the work further – continuously, and it also realizes the need of bringing women into focus of its programmes.

Objectives Initiate the process of community development in six villages of the Thar Desert • Ensure water security in project villages by construction of water storage tanks. • Organize women through formation of Self Help Groups. • Improve health conditions of women and children through health education and provision of health services • Spread literacy among children with a special focus on girl children

  6. Proposed Activities • Baseline survey of project villages • Construction of water storage tanks (taankas)for 18 families (~150 people) • Formation of Self Help Groups • Organization of ANC, immunization and medical camps. • Setting up schools for children • Project evaluation

  7. Baseline survey of project villages • In the beginning, the project villages will be surveyed by the project team, which will assist in getting the baseline picture of the area. PRA meetings will also be organized along with the base line survey. The findings of base-line survey will be compared with the outcomes of the project at its completion to gauze the impact/change. From Site Visit Report:I have a suggestion, if possible and both sides will agree then Asha chapter should support money (Rs 10,000) for Survey and GRAVIS should submit survey report ie- number of present TANKAs with name of owners in particular village (if possible and if GRAVIS has GPS instruments then geographical positions of present Tankas), number of proposed Tankas with owner’s name and financial status, if possible then proposed geographical positions of proposed Tankas in particular village, financial survey reports of proposed villages.

  8. TAANKA (Rain water harvesting) • A taankais an underground tank with a cylindrical structure of a 10’ x 10’ size. Around the taanka, a catchment area is prepared which collects the rain water and lets the water pour into taanka through filtered inlets made on the external wall of the structure. Average water storage capacity of a taankais around 20,000 liters of water. After fully filled, this amount of water is sufficient for a family of 5-6 members for a period of 5-6 months. Construction of such taankas is a major activity of the GRAVIS. • TAANKAs are necessary for water needs for the people of this desert region. It taps and stores rain water from a local catchment- natural or artificial. When the stored water is exhausted, the taanka is used to store water transported from outside on cattle carts/ tractors. Thus taankais an important element of water security in arid regions of Thar. Most importantly, it provides great relief to the women and girls from everyday-water-fetching-drudgery.

  9. TAANKA Continued… • GRAVIS constructs nearly 200 taankasin Thar every year. Till date (up to March 31, 2007), 3,047 taankas have been constructed by GRAVIS. • The unskilled labor is always provided by the beneficiary family. The skilled labor which includes the masonry work is provided by skilled men. GRAVIS field staff and GRAVIS engineer supervise the construction. • With proper care and maintenance, the taankas remain functional over a long period of time. GRAVIS field team provides necessary orientation and training to beneficiary families about the maintenance of taankas. • The beneficiaries of taankas are chosen by the village community through the facilitation of GRAVIS field tem. The priority is given to poorest and most needy. • Under the project, GRAVIS intends to build eighteen taankasin the six villages. These will benefit 18 poor households comprising of nearly 150 people(18 @ 15,000) SiteVisit Report: I saw TANKAs, people need Tankas. TANKAs are necessary for water needs for the people of this desert region. In my views, Asha should support GRAVIS for Tankas. I get that with the proposed amount of per Tanka, good quality of Tanka can be constructed.

  10. Self Help Groups (SHG) • Women in the Thar Desert live in very oppressed socio-economic conditions with very little financial security, poor health status and extremely low literacy rate. Their roles in participating in community-based activities and in making decisions have been significantly low in the region. • For GRAVIS, the women of the region have always been an important target group and GRAVIS has done a lot of work to empower the women of the region over last 25 years. GRAVIS has been facilitating the formation of SHGs over 7 years now and has successfully formed over 400 SHGs till date. • These SHGs have been set up with the primary objective of providing the rural women who enjoyed little or no social, economic and political rights a means of independence through economic sufficiency. However, in addition, GRAVIS also encourages the members of these SHGs to take active part in implementation of different developmental project. Several SHGs in the GRAVIS working areas are playing key roles in implementation of water security, agriculture, education and healthcare projects.

  11. SHG continued… • Self Help Groups (SHGs) of women will be formed in all project villages. These 10-to-15-member-groups will not only set up their own funds, but will also play important roles in planning, implementation and monitoring of project activities.   • SHG members will meet once in a month to discuss the progress of the project. The project will also organize several skill building workshops for the SHGs.   • The SHGs will also set up their own small-scale, income-generating units with the help of funds generated by them and through the vocational trainings provided to them by the project team.  At least 6 income-generating units set up by SHGs Site Visit Report: GRAVIS should inform in detail to Asha for Vocational Trainings/ Workshops; may be Asha would like to provide some suggestions on Vocational Trainings/ Workshops. Asha-India can provide resource persons for workshops.

  12. ANC, Immunization and medical camps • The GRAVIS medical team, consisting of a doctor, paramedical staff and village health workers providing health services during special outreach medical camps in the project villages. • GRAVIS trains health workers and has developed a cadre of over 500 village health workers working in the Thar Desert. These VHWs come from the rural community and most of them are women. • The camps will provide ANC services to women and immunization to women and children. • These camps will also cater to the general population. These will include screening, treatment of minor ailments, referral to health centers and follow-up of the persons treated earlier etc. • During these camps, the health team will also conduct health and hygiene awareness sessions for the community members. • Last 3 annual reports in PDF formats: http://gravis.org.in/content/view/30/50/

  13. Health camps continued… • It is proposed to organize 12 medical camps @ Rs 6000 under the project, benefiting nearly 600 people. Site Visit Report: • GRAVIS is running a good hospital for needy people of the area. They are organizing regular health camps periodically. They run two types of Health Camps- 1. General diseases 2. Eye Health Camps.  • GRAVIS is serving good in health to needy people. With financial supports of Asha, needy people will be benefited by numbers of periodic health camps in various villages. Asha should support on health to GRAVIS.

  14. Primary Education • Lack of educational facilities in a number of Thar Desert villages still is a big challenge • GRAVIS aims to set up two schools in remote areas of the project villages and enrolling 100 children in its first year with at least 50% students being girls. • The schools will be set up at community places and the project will provide the support in the form of teachers’ salaries and teaching materials(2 @ 2,500 per month ) • Schools will provide up to 5th grade education. After that, GRAVIS facilitates children’s enrollment into government school providing higher education. Site Visit Report: • I feel education is weakest segment. Here, I am not making any judgment because I could not see any school in running situation, may be because of summer vacations. I visited Bal PalnaGhar in one village. Bal PalnaGhar looks after the small babies of female workers in work hours.

  15. Project monitoring and evaluation • Monitoring of the project will be done by means of a Performance Indicator Tracking Table (PITT) which will ensure the timely completion of the activities. Along with this GRAVIS will prepare half yearly updates and annual reports of the project.   • Monitoring will also be done by the SHGs at their own level, with the GRAVIS team. • The project team in collaboration with the SHGs formed under the project will study the impact of the project through a simple evaluation. The findings of the base-line survey will be compared with the outcomes. The report of the evaluation will be shared with major stakeholders.

  16. Implementation arrangements, Sustainability and Replication • The project team will comprise of 1 project coordinator and 1 field worker. In addition, a program coordinator from GRAVIS office will be given the responsibility of implementation, monitoring and reporting of the project.   • The activities of the project focus on water, health and education which are the basic needs of the region. Therefore, the community will actively participate in the project. All the interventions of the project are locally suitable, simple and cost effective. With proper care and maintenance, the structures and initiatives can be sustained as functional over the long run. Members of Self Help Groups with enhanced capacities should be able to carry on the project work in future. GRAVIS has adequate experience of working with the community in region and will be able to find good support.

Working for permanent flood management in Bihar by using community water management methods Overall Site Visit Report • As primary report, I have positive report for project. In my views, GRAVIS will use assets of Asha for water, health and education for community development. • I think your chapter should support them for one year and after monitoring in next year, support for second year can be extended.
