MID-TERM REVIEW & FINAL EVALUATION • PEI GLOBAL SCALE-UP DOCUMENT STATES THAT AN EXTERNAL MID-TERM REVIEW WILL BE CARRIED OUT IN YEAR 3 “TO ASSESS OVERALL PROGRAMME PROGRESS. • EXTERNAL FINAL EVALUATION TO ASSESS PROGRAMME RESULTS AND “TO MAKE RECOMMENDATIONS FOR A SECOND –YEAR PHASE”. • BASIS OF THE MTR & EVALUATION = PEI GLOBAL SCALE-UP PRO-DOC

GLOBAL PRODOC OUTCOME/OUTPUTS WE ARE BEING REVIEWED AGAINST INTENDED OUTCOME: IMPROVED CAPACITY OF PROGRAMME COUNTRY GOVERNMENTS & OTHER STAKEHOLDERS TO INTEGRATE THE ENVIRONMENTAL CONCERNS OF POOR AND OTHER VULNERABLE GROUPS INTO POLICY PLANNING & IMPLEMENTATION PROCESSES FOR POVERTY REDUCTION, PRO-POOR GROWTH & ACHIEVEMENT OF THE MDGs.

GLOBAL PRODOC OUTCOME/OUTPUTS WE ARE BEING REVIEWED AGAINST OUTCOME INDICATORS: NUMBER OF COUNTRIES IN WHICH PRO-POOR ENVIRONMENTAL CONCERNS ARE INCORPORATED INTO: DEVELOPMENT/POVERTY REDUCTION & GROWTH STRATEGIES BUDGET PROCESSES/MEDIUM TERMS EXPENDITURE FRAMEWORKS (MTEF). KEY SECTOR POLICIES POVERTY MONITORING SYSTEM WIDESPREAD ACCESS TO KNOWLEDGE, TOOLS & GOOD PRACTICES ON INTEGRATING ENVIRONMENT INTO POVERTY REDUCTION & GROWTH POLICY & PLANING PROCESSES

GLOBAL PRODOC OUTCOME/OUTPUTS WE ARE BEING REVIEWED AGAINST THREE OUTPUTS OUTPUT 1: COUNTRY POVERTY-ENVIRONMENT MAINSTREAMING PROGRAMMES OUTPUT 2: JOINT UNDP-UNEP REGIONAL SUPPORT PROGRAMMES & REGIONAL COMMUNITIES OF PRACTICE ON POVERTY-ENVIRONMENT MAINSTREAMING OUTPUT 3: GLOBAL ADVISORY SERVICES & SUPPORT

MTR FOCUS • TO SERVE AS A MONITORING TOOL FOCUSING IN ON HOW THE PROGRAMME IS OPERATING & IF ANY MAJOR CHANGES ARE REQUIRED • FOCUS ON PEI AS AN ENABLING PROGRAMME, NOT IN TERMS OF SPECIFIC POVERTY REDUCTION & ENVIRONMENTAL OUTCOMES. (DONOR DIFFERENCES OF OPINION ABOUT THIS) • FINAL EVALUATION FOCUS 0N THE OVERALL PROGRAMME OBJECTIVES; WHAT IMPACT HAS BEEN ACHIEVED & LESSONS LEARNED TO BE APPLIED TO A NEW PROGRAMME &/OR ALTERNATIVELY TO DEVELOP INDICATIVE RECOMMENDATIONS FOR PEI POST 2012 • DUE TO DELAYS IN MTR, MTR LIKELY TO GIVE SOME VIEWS ON FURTURE OF PEI

MTR OBJECTIVES - 1 • Assess: • the current value added of the PEI • whether changes in the wider policy environment since 2002 have implications for how PEI operates to 2012 (relevance). • the progress to date of the Initiative • implementation against the results & resources framework of the Scale-up joint programme • identify its strengths and weaknesses (effectiveness and efficiency).

  8. MTR TORS - 2 • If necessary, recommend changes to improve implementation and delivery. These changes should focus on: • the global joint PEI design and arrangements (including the PEF, PEI governance and operational and technical support from UNDP and UNEP) • PEI regional teams • PEI country programme design and implementation. • Opportunities and challenges in view of the climate change agenda, green economy, consideration of other-related initiatives or actors that have emerged since 2002. • Emphasis should be put on the analysis of results obtained compared to the “targeted results” that were expected taking into account the actual inputs, outputs and outcomes

  9. RESPONSE/FOLLOW-UP TO MTR • PREPARE MANAGEMENT RESPONSE • PRESENTATION OF MTR & MANAGEMENT RESPONSE TO DONOR STEERING GROUP • FOLLOW-UP WITH REGIONAL & COUNTRY PEI TEAMS ON IMPLEMENTATION OF MTR FINDINGS • BEGIN PREPARATIONS FOR FINAL EVALUATION
